One of the mission of RTE as French transmission system operator is to develop the French HV network. To develop the grid, RTE uses different vendors for the supply and installation of HV cable and substation systems. RTE wants to improve quality surveillance and is seeking for inspector to do so. The expected services are split in 4 different lots described thereafter.

The expected Work of the ETR can include, without limitation:

- Get familiar with RTE’s specification and with Inspected Entity’s test procedures,

- Attend cable system prototype manufacturing and possibly factory audit with or for RTE,

- Witness cable system prototype routine and sample tests and provide associated witness reports,

- Check that Inspected Entity’s laboratories are adequately equipped,

- Check that all equipment used by the Inspected Entity are correctly calibrated and have a calibration certificate,

- Witness the tests included in the compliance tests sequence and check that their achievement is in compliance with RTE specification(s) and provide associated witness reports,

- Check if test certificate and report given by the Inspected Entity are compliant with what has been witnessed,

- Advise on tests procedures submitted by the Inspected Entity,

- Informing and monitoring of non-conformities (if any) during inspection,

- If any, in case of failure or any issue during testing, manufacturing, installation or operation, it could be required to participate to expertise and to support RTE on root cause analysis and/or potential corrective and mitigations actions suggested by the Inspected Entity

In order to be confident that the supplier will deliver a product meeting all RTE expectations, RTE will carry out quality control inspections before, during, and after manufacturing.

Factory inspections can be conducted at any stage of the manufacturing process, depending on the specification requirements by inspectors, who do not take part in production activities, and are enough qualified for the related inspection.

The aims of the surveillance process are:

- To carry out inspections in order to verify the conformity of the equipment to the purchase order (conditions of production, authorizations/qualifications of the operators, calibration of the measuring devices, traceability, marking, documentation,test reports, etc.)

- To perform examination of documentation (Test Reports, Material Supply Reports/Material Certificates)

- Optionally to attend factory audit with RTE staff

- Optionally to attend inspection during Transfer of Care and Custody of Free Issued Items

This specification covers mainly the following types of equipment but not limited to:

- Submarine HV Cables System Manufacturing (cables and accessories) and jointing process (welding, brazing, NDT…)

- Underground HV Cables System Manufacturing (cables and accessories) and jointing process (welding, brazing, NDT…)

- Fibre Optic system

In order to be confident that the supplier will deliver a product meeting all RTE expectations, RTE will carry out quality control inspections during installation phase and especially during accessories fitting. Accessories assembly inspections can be conducted at any stage of the installation.The aims of the surveillance process are to carry out inspections in order to verify the conformity of the equipment to the purchase order (conditions of assembly, authorizations/qualifications of the operators, calibration of the measuring devices, traceability, marking, documentation, test reports, etc.).

The inspector shall make different controls to make sure that quality and conformity of the products are met. As a minimum but not limited to:

- To check validity of jointers qualification of the operators

- To check routine and sample test certificates for premoulded sleeve used for the fitting

- To check calibration of the different tools used for the assembly

- To check fitting instructions and drawings used for the assembly

- To check assembled cable (marking of the cable)

- To check temperature and humidity during the assembly

- To check duration of certain phases of the assembly

- To check some dimensions during the fitting

- Any other control judged as relevant and in accordance with best practice industry and all involved parties

- Provide a state of their staffing in terms of certified experts ;

- Geographic mobility : having the ability to operate in each country of the defined geographic area of the lot ;

- Present 2 references by lot in the past 5 years on similar missions with RTE's like clients

- Present one expert standard profile by lot (at this point, is only needed one standard profile to analyze the need's understanding)

- The candidate must guarantee that he does not carry out any activity that could constitute a conflict of interest with the scope of work of the contract

RTE reserves the right to ask the group to transform it into a joint group or with a joint representative when the contract is awarded, to the extent that this transformation is necessary for the proper performance of the contract. In the case of a group application, all of the documents requested in III.1.1) to III.1.3) must be provided by each of its members. Except in cases provided for in article R. 2142-26 of the Public Procurement Code, the composition of the group applying for a notice of a call for competition cannot be changed between the date of submission of applications and the date of signature of the contract.
