Framework Agreement for the provision of services of consultancy on cybercrime and electronic evidence

This tendering procedure is an international call for tenders. It aims at concluding a framework agreement with up to 80 consultants with specific experience of cybercrime and electronic evidence, divided into 8 lots, with a view to establishing the terms of the subsequent call-offs for the provision of consultancy services, corresponding to the needs of the Council of Europe for the projects managed by the Cybercrime Division — through its Cybercrime Programme Office of the Council of Europe (C-PROC).

Tenders must be sent to the Council of Europe in the form of:
—1 electronic/scanned copy to be sent only to the following address cdm@coe.int. Tenders submitted to another e-mail account will be excluded from the procedure;
and
—1 paper hardcopy in A4 format (21 x 29,7 cm) by post, as specified below. Tenders submitted to another address will be excluded from the procedure.
Tenders shall be submitted in a sealed envelope. The first sealed envelope shall be placed inside a second envelope addressed to the Tenders Board, showing the file reference number and object, as follows:
