CoE - Provision of international consultancy services for co-operation projects and activities of the CDENF and the Lanzarote Committee

Within the Council of Europe, the Children’s Rights Division coordinates the Organisation’s effort in protecting and promoting children’s rights across Europe and beyond, including through supporting the work of the Steering Committee on the Rights of the Child (CDENF) and the Committee of the Parties to the Council of Europe Convention on the Protection of Children from Sexual Exploitation and Sexual Abuse (the Lanzarote Committee). Through its co-operation projects and activities, the Children’s Rights Division provides targeted, flexible and responsive support to Council of Europe member states that so request.
In this context, the Council of Europe is looking for a maximum of 380 international consultants for 19 lots (maximum 20 providers per lot) to support the implementation of co-operation projects of the Children's Rights Division, as well as activities of CDENF and the Lanzarote Committee with a particular expertise in the following key areas identified in the Council of Europe’s Strategy for the Rights of the Child (2022-2027):
Freedom from violence for all children
Equal opportunities and social inclusion for all children
Access to and safe use of technologies for all children
Child-friendly justice for all children
Giving a voice to every child
Children’s rights in crisis and emergency situations

Lot 1 d: Freedom from violence for all children - Supporting States outside the Council of Europe in acceding to the Lanzarote Convention 20
Lot 2 a: Equal opportunities and social inclusion for all children - Strengthen legal and policy framework and child rights systems, conduct research and identify good practices 20
Lot 2 b: Equal opportunities and social inclusion for all children - Strengthen capacities of member states and raise awareness about children’s social rights and fight discrimination against children 20
Lot 2 c: Equal opportunities and social inclusion for all children - Develop and update high-quality resources and tools on children’s social rights and fight discrimination against children, child safeguarding and child participation, as well as child-friendly materials 20

The procurement for the contract will be conducted in accordance with the CoE procedures as set out in tender documents and applicable internal legal instruments of the CoE, in particular Rule No. 1395 of 20 June 2019 on the procurement procedures of the CoE.
