The Regional Housing Programme (RHP) – a joint initiative by Bosnia and Herzegovina, Croatia, Montenegro and Serbia (the “Partner Countries”) – was launched in 2012 to provide sustainable housing to the most-vulnerable refugees and displaced persons following the 1991-1995 conflicts, in addition to internally displaced persons (IDPs) in Montenegro from 1999.
The RHP is unique among other international initiatives which aim to provide durable housing solutions for refugees, and internally displaced persons, in that it brings together a large number of stakeholders. The Programme is implemented by four countries: Bosnia and Herzegovina, Croatia, Montenegro and Serbia. Founded on the premises of a joint political commitment, the RHP is fully “owned” by these countries. State institutions are entirely responsible for the implementation of the Programme. The four countries are supported by Donors and international institutions, each with a specific role to play as follows:
• The RHP is financed by a multi-donor fund, where the EU is the main Donor, followed by the USA and another thirteen Donors.
• The United Nations High Commissioner for Refugees (UNHCR) and the Organisation for Security and Co-operation in Europe (OSCE) are in charge of monitoring a fair and transparent beneficiary selection as well as the sustainability aspects of the RHP.
• The Council of Europe Development Bank (CEB) helps PCs to implement the Programme, manages Donor contributions, and coordinates all stakeholders.
Scope of the tender: The Programme Evaluation will assess the RHP against the following evaluation criteria from the OECD DAC :
(a) Relevance: Is the intervention doing the right things?
(b) Coherence: How well does the intervention fit?
(c) Effectiveness: Is the intervention achieving its objectives?
(d) Efficiency: How well are resources being used?
(e) Impact: What difference does the intervention make?
(f) Sustainability: Will the benefits last?
Objective: The Evaluation will capture the findings and lessons learned, and provide information on the nature, extent and effectiveness of each CHP and the RHP as a whole in achieving the specific Programme objectives.
Expected Results: During the course of the assignment, the Consultant will prepare a comprehensive evaluation report.
