For the launch of the POTATOES FOREVER communication programme co-financed by the European Union, the CNIPT and UNAPA are launching a call for tenders to determine the agency that will be responsible for evaluating the programme. This is an information campaign on sustainable practices in the European potato sector that will take place from 2023 to 2025 in France and Italy.

Brève description:

The agency will determine the most appropriate methodology to evaluate the correct implementation and effectiveness of the programme. The proposed methodology should be in line with the EU requirements for communication programmes governed by Regulation 1144/2014. The evaluation will be carried out in the form of a module per work package (for example: monitoring of social networks, observation of events, survey of point of sales, etc.).

The evaluation agency must have experience in implementing evaluation for communication programmes governed by Regulation 1144/2014.

Situation économique et financière:

Each agency will have to present an action plan meeting the expectations of the 2 beneficiaries, and will be judged on:

- The understanding of the brief (10 points)

- The ability to conduct the evaluation in France and Italy (10 points)

- The experience of the agency in terms of evaluating European programmes (20 points)

- The consistency of the proposal and items to be assessed (20 points)

- Their ability to adapt, their responsiveness (20 points)

- The quality/price ratio (20 points)
