Sri Lankan Authorities requested AFD to study the potential for an integrated sustainable urban development project in Matara, a regional educational, transport and services hub in the dynamic Southern province of the island.
The purpose of the feasibility study is to define the content of the project to be financed by AFD while ensuring its technical and financial viability, taking into account environmental and social risks.
The candidate is expected to display collectively the following skills and competencies:
— Understanding of the Sri-Lankan urban development context,
— Expertise in urban development (city beautification, mobility, liveability improvement, etc.), wastewater management, solid waste management, flood protection, storm water drainage, climate change, as well as ability to apply this expertise in the Sri-Lankan context through a capacity-building approach,
— Ability to mainstream environmental and social issues in the proposed solutions.

— References on similar assignments: similar type of assignments (prefeasibility study and feasibility study) and similar sectors of intervention (urban regeneration, climate change, wastewater management, solid waste management, flood protection, storm water drainage), with a preference for studies performed following an integrated approach, i.e. at the territory level and not "sector by sector". (40 %)
— References in similar contexts: experiences in developing/emerging countries and in Asia (experiences in Sri Lanka or similar countrywould be an added advantage), ideally with international donors. (20 %)
— Quality of skills and expertise of candidates for: experts in urban development, experts in climate change, experts in wastewater management, experts in solid waste management, experts in flood protection/drainage, experts in Environmental and Social risks management. The capacity to mobilize a Team Leader (urban development expert) with cross-sector experience will be an advantage. (40 %) Please note that the proposed profiles of experts will not be considered as final/definitive in the offers submitted by the candidates at this stage.

Here are our recommendations to make a deposit fold on our platform dematerialization:
— Check the presence of Java on the workstation (available free of charge on the site java.com-version 8)
— With an ADSL connection, the company must allow 3 hours or 4 hours for a crease of approximately 300 MB. And 6 hours or more if the fold exceeds 300Mo (the transmission of a ply depends on the performance of the computer station used, Network quality as well as Internet throughput),
— Advocate the use of an Ethernet cable to access the Internet and avoid Wifi,
— Privilege the location of the files locally and avoid the file server on the internal network of the company,
— The company going through a proxy will have to check with his IT department beforehand if no quota is set up for the uploading of the files,
— The IT department must also check the setting of the antivirus and firewall on the user station,
— The presence of the IT department during the creation and transmission of the fold is strongly recommended.
