With the support of AFD, the GoCD has secured a grant from the European Union's Caribbean investment facility (CIF) aimed at providing technical assistance in the development of the Roseau valley geothermal resources and more specifically of the Dominica geothermal development company. This grant will be used in part for the funding of the present consultancy services assignment supporting DGDC.

— size and composition of the applicant group shall be submitted — and each member must present the following documents); If the applicant is applying as one member of a consortium, the applicant must provide proof that each of the associated independent contractors or companies will put all necessary means at the applicant's disposal during the execution of the assignment.

— a copy of the extract of the registration in the Register of companies - 'Kbis' in France or equivalent (legal status, etc.) — less than 3 months old.

In the event of judicial reorganization procedure, a copy of any judgement to this effect; — An official declaration that the candidate is not in any of the circumstances referred to in articles 45 and 48 of the Executive Order 2015- 899 published on the 23.7.2015 in the 'Journal Officiel de la République Française' and a Statement of Integrity (appended to this letter).

— In case of identified sub-contractors, for each of them the candidate (or representative of the consortium) shall present:

—— A letter, dated and signed by a person having authority to represent the company and by a person having authority to represent the sub-contractor; presenting: — the sub-contractor; — the subcontracted service and its amount; — An official declaration that the subcontractor is not in any of the circumstances referred to in articles 45 and 48 of the Executive order 2015- 899 of 23.7.2015.

—— A dated and signed certificate indicating how the candidate would contract all declared sub-contractors to execute the relevant tasks for the project. It is specified that a candidate could request that capacity of sub-contractors could be taken into account to appreciate his application (or those of the consortium). In that case, each sub-contractor would provide all documents mentioned below.

Situation économique et financière:

— A statement of the applicants gross revenue for the most-recent past three years and a detail of revenue from consulting services featured in this request for EOI.

— A proof of a valid professional insurance from an insurance company.

Capacité technique et professionnelle:

— A list of the main relevant consulting services delivered during the last three years, detailing their value and date, sorted by private — or public — sector customer. Delivery of consulting services should be proven by customer statements or, lacking those, by a sworn statement from the applicant;

— A statement of your average annual workforce and number of managerial staff employed during the last 3 years;

— indication of the educational and professional qualifications of the management of the consultants firm / company, in particular the persons in charge of the bid.

Exécution du marché
Conditions d'exécution du contrat:

A copy of the certificates referred to in Article 51 of the Decree Nº 2016-360 of 25.3.2016 or an affidavit duly dated and signed by a person empowered to represent the company attesting that the candidate is up to date with its tax obligations and social services in its country of incorporation.

Applicants will be shortlisted according to the following criteria:

For Lot 1:

— Experience in the development and management of geothermal industrial projects as a consultant or a developer (20 %),

— Experience in procurement of services following DFIs institutions guidelines and best practices (15 %),

— Experience in the PPA evaluation and negotiation, as well as concession agreements (30 %) Experience in strategic capacity building (25 %),

— Experience in Small island developing states or Developing countries (10 %).

For Lot 2:

— Experience in the development and management of geothermal industrial projects as a consultant or a developer (40 %)

— Experience in management systems (HR, HSE, Operational Health and Safety) (20 %)

— Experience in procurement of services following DFIs institutions guidelines and best practices (15 %)

— Experience with monitoring and administering World bank environmental and social safeguards(15 %)

For Lot 3:

— Experience in feasibility studies in the electricity sector (40 %),

— Experience in feasibility studies for resilient transmission interconnections (30 %)

— Experience in Small island developing states or Developing countries (15 %).
