For the preparation of the new Programmes beyond 2014, the Member States of the 2 Seas and FCE Programmes have decided to launch jointly a “Situation analysis” and “SWOT analysis” for the 2 Programme areas.
The specific context for this piece of work is that from a global analysis, distinct conclusions can be drawn for each programme area (FCE & 2 Seas). Each programme should easily be able to find and use the results to meet its own needs.

To present their application, tenderers can use the DC1 (application letter to be signed) and DC2 (tenderer's declaration) forms. Said documents are available free of charge on the Interreg IV A France (Channel)-England programme website (French version: www.interreg4a-manche.eu and English version: www.interreg4a-channel.eu):

Information concerning the company's legal situation, as stipulated in article 44 of the French PPC:

— Copy of any judgements if the tenderer is subject to restructuring or an equivalent procedure,

— Solemn declaration to justify that none of the cases mentioned in article 43 of the French PPC apply to the tenderer,

— Information on compliance with employment obligation referred to in Article L. 5212-1 to 4 of the Labour Code.

Situation économique et financière:

Information concerning the economic and financial standing of the company as stipulated in article 45 of the French PPC:

— suitable bank references or proof of professional risk insurance,

— Declaration concerning the overall turnover and turnover concerning the services covered by the contract, achieved over the last 3 available financial years.

Capacité technique et professionnelle:

Information concerning the company's professional references and technical capacity as stipulated in article 45 of the French PPC:

— a list of the main services undertaken during the past 3 years, specifying the amount, date and the public or private recipient. Provision of services must be evidenced by certificates from the recipient or by a declaration from the economic operator,

— Declaration indicating the tenderer's annual mean workforce and number of personnel and executive staff for each of the past 3 years.

Exécution du marché
Principales conditions de financement et modalités de paiement et/ou référence aux dispositions pertinentes qui les régissent:

The services will funded 50 % by the budget of the Region Haute-Normandie and 50 % by GECOTTI, within the framework of technical assistance budgets for each program co-financed by the ERDF.

Forme juridique que devra revêtir le groupement d'opérateurs économiques attributaire du marché:

Whether the tender is presented by one company or a group, it should indicate all the known subcontractors when it is submitted. It should also indicate the services (and their amount), for which subcontracting is considered, the name and position of the subcontractors who will perform it on behalf of the contractor.

In the event of a group, the form required by the contracting authority is a joint group with a joint and several lead partner. If the group awarded the contract is of a different form, it may be required to change accordingly to conform to the contracting authority's wishes, as stipulated above.

Tenderers are prohibited from presented several tenders in which they act as:

— individual tenderers and members of one or more groups,

— the lead partner of several groups.
