Using the “technical capacity” document, candidates must be able to demonstrate that they have successfully completed at least three events equivalent to “type 4” as described in point of 2 the technical annex to the Special Terms and Conditions during the three years preceding the publication of this call for tenders.
In accordance with Article R.2142-3 of the French Public Procurement Code, candidates may rely on the capacities of other operators, members of a consortium and subcontractors, or other economic operators, regardless of the legal nature of the links between them and these operators.
Award criteria of tenders:
The most economically advantageous tender will be assessed on the basis of the weighted quality (80%) and price (20%) criteria listed in the Rules for Tender.
Candidates are informed that the Contracting Authority has decided to set a minimum threshold of 40 points for the technical and methodological evaluation.
Tenders submitted that do not reach this threshold of 40 points during the technical evaluation will be excluded from the subsequent evaluation based on price to determine the most economically advantageous tender.
The financial evaluation will be done on the basis of the priced scenarios (case studies). Tenderers are requested the fill in the official Price list and apply it to the priced scenarios for the requested services for each event.
In addition, tenderers must fill in the resume table of overall budget proposal for the case studies All services must be priced including the services that the tenderer intends to subcontract.
However, the financial evaluation will not take into consideration the third-party services proposed at market prices and the location of the venue; only the fees applied to these subcontracted services and the cost of tenderers’ own staff according to the daily rates for standard professional categories of the Price list will be considered.
