This consultation concerns the search for a solution that can improve the overall experience of people using the Council of Europe Procurement Guide. The competitive dialogue will enable the Council to pre-select the 3 best offers received according to the criteria defined in the following points. These service providers will be invited to one or more round(s) of discussion and presentation of their proposal/solution. At the end of these discussions, only one final offer will be selected. The contractual document is provided for information only and will be supplemented (any additional contractual documents) on the basis of the chosen solution.

The Procurement Guide is intended for all Council of Europe staff wishing to make a purchase. It documents the procedures, the roles of the various parties involved and the stages in the Procurement process. It includes both the normative and performance aspects of the Procurement process, examples and best practices. Its main objective is to enable everyone to find an answer to their Procurement questions, particularly for people new to the Council. As our legislation is unique, it is essential to understand it quickly and effectively. The current format (a 130-page Word document) makes it difficult to read the information clearly and concisely. It is also complicated for a novice to find the right terminology to obtain a complete answer, or to navigate between all the chapters referring to the term sought. The Procurement guide can be sent to interested service providers subject to a confidentiality agreement.
