The contract covers the area of Native Advertising, the concept of placing ads in publications where they natively fit the look of a common article or post. ARTE seeks a contractor content discovery platform which provides personalised content recommendations (native ads) across publisher sites.

All ads will be set up:
- in English, on www.arte.tv/en to an English-speaking audience living anywhere in Europe
- in Spanish, on www.arte.tv/es to a Spanish-speaking audience living in Spain;
- in Polish, on www.arte.tv/pl to a Polish-speaking audience living in Poland;
- in Italian, on www.arte.tv/it to an Italian-speaking audience living in Italy.
- Occasional campaigns in the rest of Europe may be set up
The total annual budget for search campaigns is beetween EUR 0 und EUR 150 000.
The tasks of the chosen native advertising contractor will be:
a) To create ads based on materials provided by ARTE (visuals or videos, texts, tagged redirection URLs);
b) To optimise the targeting depending on the video view rate;
c) To analyse the effectiveness of the advertisements based on the number of video views on www.arte.tv that are generated by the campaigns (eStat data source, automated reporting provided by ARTE);
d) To adjust the budget at all times to the most effective advertisements in each campaign.
e) Parting on the proposed strategy by ARTE the Native Advertisement Provider will advise ARTE on how to further optimise the strategy and quality of the ads in a longer term vision.
f) To ensure the quality of the ads: Monitor availability of a content (active link) and take-off contents that are not running anymore.
In accordance with the judgment of the Court of Justice of the European Union of 17 June 2021 in Simonsen & Weel A/S v Region Nordjylland and Region Syddanmark, the maximum value of the services under this contract is indicated in Article II.1.5). This value is based on a high estimate of the volume of services and does not represent a commitment to consumption for ARTE GEIE.
