Construction of the Base Tunnel of the Lyon-Turin Railway Link Cross Border Section from the Access Sites on the Italian Side and Reuse of Excavated Earth and Rocks
Under the new Lyon-Turin railway link project, TELT company, as a contracting entity, is the public developer in charge of building and managing the cross-border section of the future infrastructure.
The aim of this public procurement contract is to carry out construction works on operational worksites No 3 (boring of the base tunnel from the Chiomonte site, direction Susa), No 4 (boring of the base tunnel from the Chiomonte site, direction France) and No 10 (reclamation of the earth and rocks excavated from all sites on Italian territory).
Each lot of this public procurement contract is a mixed single-contractor framework contract, i.e. a framework contract with purchase orders and follow-on contracts.

Description du marché
The works in this Lot 2 include the transfer of existing structures, construction of the railway platforms to load and unload excavation materials for transportation by rail, and the construction of reclamation installations for the materials excavated from operational worksites 1, 3 and 4, to produce: — CE aggregates for concrete to be reused in operational worksite 1 (CO1: Bussoleno tunnel), operational worksite 2 (CO2: Susa plain) and operational worksite 3/4 (CO3/04: base tunnel), — backfill materials to be mainly reused for CO2, — environmental requalification materials (Caprie and Torrazza sites). The works that may be carried out by means of purchase orders are as follows: — construction surveys for all platforms, installations and structures concerning this operational worksite 10, — construction surveys and performance of all environmental monitoring and materials checking services, — work systems and security costs according to legislative decree 81/08, — construction of the railway platforms at Salbertrand, Caprie and Torrazza, — construction of reclamation installations, — full management of excavation materials according to Italian legislation, — railway transportation of the reclaimed materials from Salbertrand to the Caprie and Torrazza depots, — storage of reclaimed materials. The works that may be performed by means of possible follow-on contracts (launched or not depending on the date pollution clean-up operations are carried out by third parties) consist of designing and executing pollution clean-up work on any contaminated zones required for the project. The scope of this ‘Operational worksite 10’ lot may undergo minor changes at the limits of ‘Operational worksite 4’ to the West, based on the actual progress of each of the worksites and the need to comply with the projected project implementation programme schedule. It is to be noted that transportation of materials by rail must be managed by authorised companies in Italy in line with the ASNF directive. The duration mentioned in 5.1.3) is the period of time during which the purchase orders and follow-on contracts may be issued. The tentative duration for the execution of works (outside the preparation and warranty periods) is of 81 months for lot 2. A contractually binding performance deadline will be set for each purchase order or follow-on contract.
