Description des options:

In application of the 30.I - 7 of decree 2016-360 of 25.3.2016, the services that are the subject of this tender may lead to a new contract for the provision of similar services, entered into pursuant to the negotiated procedure without prior publication and without a prior call for tenders and which shall be performed by the successful tenderer for this contract.

Habilitation à exercer l'activité professionnelle:

— letter of application (DC1 or equivalent),

— any document(s) evidencing the powers of the person authorized to bind the company (K bis company extract, delegation of authority, articles of association, etc.),

— sworn statement that the candidate does not fall within any of the prohibitions on tendering, and in particular that it is in compliance with Articles L. 5212-1 to L. 5212-11 of the French Employment Code on the employment of disabled workers,

— if the candidate is in court-supervised administration, he will provide the copy of the judgment(s) pronounced for this purpose.

Situation économique et financière:

— declaration on the company's overall turnover and, where applicable, its turnover in respect of services covered by the contract, for, at most, the last 3 available financial years, depending on when the company was established or when the economic operator commenced its operations.

Capacité technique et professionnelle:

— declaration stating the tenderers average annual head count and number of managers for each of the last three years,

— list of the main services carried out in the last 3 years, stating the value, date and recipient of those services (public or private). The services are evidenced by certificates from the recipient or, failing that, by a declaration from the applicant.

— certificates of professional qualification (if so, describe them, indicate where and how they can be consulted), quality certificates (if so, describe them, indicate where and how they can be consulted).

Niveau(x) minimal/minimaux de normes:

The economic operator must provide at least a reference in terms of technical assistance with a public authority and in the urban transport sector in developing countries.

Nombre minimum de candidats: 5
Critères objectifs de sélection du nombre limité de candidats:

1) Economic and financial capacity: 10 %;

2) Professional and technical capacity: 90 %

2.1) Human resources, including capacities in English and Thai language: 10 %;

2.2) references, experiences and qualifications in the following areas: 80 %.

(a) transport and especially urban transport design and engineering: 40 %,

(b) residential technical assistance, especially as support to national and local public authorities: 15 %;

(d) missions conducted for or linked with international donors such as AFD: 10 %.

With reference to the provisions of Article 47 decree No. 2016-360 of 25.3.2016 on public procurement, and in view of the fulfillment of the above-mentioned criteria, a minimum of 5 candidates (subject to a sufficient number of applications submitted) will be selected. No maximum number of candidates is fixed. The selected candidates will however have to cumulate the following rating conditions:

1) Minimum of 50 points/100 points for the weighted total score of "Economic and financial capacity" (criterion 1 above) and "professional and technical capacity" (criterion 2 above);

2) Minimum of 40 points/80 points for the weighted rating of "References or Qualifications" (sub-criterion 2.2 above).
