INELFE is entitled with the execution of the technical and financial feasibility studies of the new interconnection projects between France and Spain. 3 projects are currently under consideration.
This notice concerns the award of 1 supplier for administration and analytical and financial accounting. The provider will be also in charge of tax declarations and will have to provide a ERP system that support multiproject company and approbation flows for work certifications and payments for the INELFE JV.

The Service Provider must provide the following services for INELFE:
— Keep the accounts of the company including those of the French and Spanish establishment for tax purposes;
— Develop the legal documents according to French standards and contribute to the consolidated statutory and regulatory accounts of the parent companies (IFRS);
— Declare, monitor and order to payment of various taxes;
— Manage the invoice control and pilote the payment of suppliers;
— Consolidate information allowing RTE and REE to establish the cash account of INELFE;
— Provide regular reports to INELFE and its parent companies (Reporting package, budget, forecasts, account reconciliation..);
— Provide specific economic reports to INELFE and its parent companies as needed;
— Respond to requests of INELFE Statutory Auditors;
— Follow and execute an internal analytic and financial accounting control plan;
— Provide and manage the INELFE information system relative to the accounting and financial management and to procurement/supplies;
— Provide the tools for cost control for the execution of the project and analytical management control, according to a sub-division compliant with accounting rules;
— Provide ‘in house people’ in INELFE's office.
Durée de l'accord: 48 mois
Description des renouvellements:
Firm duration = 4 years (2018 — 2019 — 2020 — 2021).
Renewal options = 1 year (2022) + 1 year (2023) + 1 year (2024) + 1 year (2025).
Total duration with options = 8 years.
Description des options: Renewal options (1 year + 1 year + 1 year + 1 year) + reversibility option.

The firm should provide in the PDF file the following informations:
— Company full legal name, full address, country, registered number;
— Contact details of the person to be contacted in connection with this PQQ: Name, phone, email;
— Parent Company full legal name, address, DNBI number, Registered number;
— A registration extract from the Register of Commerce and Companies (KBis extract) or equivalent document;
— A certificate which proves that the company is not in suspension of payment or bankruptcy;
— A dated and signed statement under oath certifying that the Canditate is not in one of the case prohibiting it to tender as stated in articles 45 and 48 of Order NO. 2015-899 of 23.7.2015 related to the public market. Candidate shall be in order with requirements of articles L. 512-1 to L.512-11 of the French Civil Code related toemployment of disabled workers.

Situation économique et financière:
— The company must have fulfilled their corporate tax duties.
— The company has to justify that its turnover is at least 3 000 000 EUR (concerning the global turnover and the turnover related to the activities of the contract).
— If the candidate is in a situation of judicial settlement,a copy of the corresponding ruling or rulings.
Capacité technique et professionnelle:
The candidate will adress a PDF file (of 20 pages maximum) in order to present the company, the joint-venture or the consortium, including:
— Informations about workforce, staff turnover rate, and justifying of at least 15 professional public accountants;
— The firm has to describe its knowledge in both French and Spanish accounting and tax Policy (IFRS, French GAAP, etc.)
— References list regarding same services in a multinational environment for a multi project company;
— Software package (including at least purchasing, management, analytical and financial accounting, fiscalpolicy, work certifications and payments components);
— Writing and speaking English is required (working langage in INELFE);
— Speaking French and Spanish is a plus;
— Offices located in both France and Spain is a plus.

No more information or document will be provide by INELFE during this notice. Successful applicants will participate in a ITT which will take place in a second phase.
The subsequent ITT will be run through an online e-sourcing portal. Official communications shall be conducted via the message board on the project's e-sourcing platform. All communications throughout the tender process related to the INELFE project must be sent via this means. Any communications not sent via the e-sourcing portal may not receive a response.
