Documents to be submitted in English or French

- Dated, signed application letter accepting the tender conditions outlined above.

- A duly dated, signed sworn statement by the applicant declaring any possible conflicts of interest arising from work being carried out for an operator in the same sector in any of the six markets.

- A sworn statement from one or all applicants (in a case of joint application), duly dated and signed by applicants to declare:

a) They have satisfied all tax and social obligations for their country;

b) They have during the last five years not been subject to conviction under bulletin no. 2 of police records for offences highlighted in articles L 324-9, L 324-10, L 341-6, L 125-1 and L 125-3 of French labour legislation or of a comparable procedure under foreign law;

c) They are not in compulsory liquidation in the sense of article L. 620-1 of French trade legislation or of a comparable procedure under foreign law;

d) They have not declared personal bankruptcy in the sense of article L. 625-2 of French trade legislation or of a comparable procedure under foreign law;

e) They are not in receivership in the sense of article L. 620-1 of French trade legislation or of a comparable procedure under foreign law, without evidence of permission to continue in operation for the expected duration of the transaction in question.

Capacité technique et professionnelle:

Mandatory documents to be submitted in English and French:

- A list of primary references obtained over the past two years in comparable multinational operations (evaluation of promotional campaigns for products, campaigns co-financed by the European Union) showing the value and duration of services rendered.

- An overview of the company and its internal organisation structure.

- Name and level of experience of the person in charge of coordinating the services.

- Detailed overview of the team in charge of the project.

- Evidence of knowledge of European markets, particularly those targeted in this exercise.

This information should give the tenderers a fair idea of the match between their needs and the companies' offers.

Criteria for selection of applications (out of 100 points):

- Relevance of references - 20 points

- Knowledge of European Union evaluation procedures - 20 points

- Knowledge of European target markets - 20 points

- Experience in undertaking and coordinating multinational projects - 20 points

- Level of experience of the team allocated to the project - 20 points

Expenditure may not be incurred until a detailed quote and outline contract have been signed between the tenderers and the selected company

Autres conditions particulières:

1/ This tender exercise forms the subject of a request for European joint financing. The lead time involved in national and European consultations means that no firm and definitive response will be possible before 15 November 2014. The research company selected undertakes to maintain the validity of its bid until that date, and it will not be possible to sign a contract before that date.

Should financing by the European Union not be secured, the tender exercise shall be declared null and void.

2/ This tender exercise is unremunerated: no financial compensation is provided to applicants.

3/ All analyses and information contained in the instruction booklet given to selected applicants are to be treated as strictly confidential, and by reason of the institutional nature of the data they may not be used for other clients.

4/ It is a precondition that all companies wishing to apply for this tender must have the means to work across all of the markets.

5/ The selected applicants are required to present detailed recommendations by individual country.

6/ Recommendations presented by selected applicants must include the following:

- A strategic analysis

- A recommendation on the methodology for evaluating and benchmarking the results of the campaign

- A list of the tools and techniques to be used

- Suggested implementation schedule for the evaluation of the campaign

- Suggested detailed cost estimate excluding VAT drawn up in Euros within the budget framework

- Suggested quantifiable KPIs for each element of the campaign

7/ The agency proposal must be submitted in English AND in French.

8/ The total budget is 66 000 EUR before tax per year for 2015 and 2016 and 110 000 EUR for 2017.

9/ The selected company will required to sign a contract.

The tenderers have chosen to use the accelerated restricted procedure for EU public tenders for the selection an evaluation agency for this project due to the short leadtime between the finalisation of our joint-application for EU co-funding and the application submission deadline.
