he Council of Europe (COE) is launching an international call for tenders for one or more framework contrat(s) (multiple supplier) for the provision of future needs of IT development resources. In order to achieve its objectives, the COE regularly carries out specific developments for its own needs. The COE's IT department (DiT) and the ECHR IT department (ITD) each have their own, distinct development teams, but for specific projects it may be necessary to get resources based on specific profiles (see Technical Specifications). These needs can vary in duration, from a few weeks to several months to complete a given project. Details of the consultation are specified in the attached documents.

Description du marché:
3.1. .Net & Angular Developer 3.1.1. Essential • Strong knowledge of .NET frameworks (including .Net Core) and the MVVM development patterns • Minimum experience of .Net development depending of profile level requested (junior or senior, see 2.2) • Knowledge and proven experience of JavaScript frameworks (Angular), CSS, SASS, jQuery, HTML5, Bootstrap • Good knowledge of T-SQL and Microsoft SQL • Experience with the complete application development lifecycle, including both back-end and front-end development. • Proven ability to deliver a wide range of development projects, large and small • Strong understanding of object-oriented programming • Higher education diploma in IT • Very good knowledge of one of the Council of Europe’s official languages (English or French) and good knowledge of the other 3.1.2. Desirable • Development experience with: o Visual Studio o Docker o Microsoft Azure o Microsoft Office • Knowledge of ASP .NET Core and architecture styles REST & RPC • Experience with Continuous Integration, in particular Azure DevOps • Testing knowledge: o test Driven Development and an awareness of test automation frameworks o implementing automated testing platforms and unit tests • Security: o Secured by design coding o Data protection o Users' privacy
