Provision of PMM Training: general information This call for tenders is for the provision of PMM-related training based on four different lots detailed below. The target audience is Council of Europe staff members performing different functions in the cooperation sector, including staff directly implementing projects and responsible for co-ordination and management. The current volume of the sector’s staff is about 640 colleagues, with an approximate 100 new staff members per year, based in different country locations (see “Description of training programme and needs” below). In 2023, different PMM training modules were delivered to over 360 participants, either face-to-face or online. The most frequent format of will be 1-2-day training courses, delivered face-to-face or online, as needed. The target groups are mostly split into groups of maximum 15 participants, with a possibility of individual coaching when required for key staff. The courses should be provided at the Council of Europe Headquarters in Strasbourg, France, in external offices or online. The training room and equipment will be provided. In case of online training, the contracted trainer will be expected to work online in an efficient manner with good knowledge of available tools (Zoom and Teams). The trainings should be given in English. Occasionally trainings are conducted in French (one or two sessions per year). Please see the Award Criteria section for further information. At present the training covers approximately 50 training sessions per year, all lots and undertakings included. This estimate is for information only and shall not constitute any sort of contractual commitment on the part of the Council of Europe. Any agreed Framework Contract may potentially represent a higher or lower number of activities, depending on the evolving needs of the Organisation.
