The project scope includes the following
components:
A fully bilingual Platform: The LMS should provide a seamless experience in both English
and French, encompassing both back-end and front-end interfaces to cater to the diverse
linguistic needs of the COE's audience.
An all-in-one SaaS solution: the solution should be a scalable SaaS solution that includes
hosting, maintenance and support.
GDPR Compliance and Data Security: Data storage will adhere to the General Data
Protection Regulation (GDPR), ensuring that all data is stored within the EU for enhanced
security and privacy.
Integration with Human Resources Tool: The LMS will be integrated with the Human
Resources tool of the COE's IS, streamlining the management of training and development.
Unified Platform for LMS and LXP Features: The LMS will serve as a comprehensive
platform, offering both Learning Management System (LMS) capabilities and integrating
features of a Learning Experience Platform (LXP).
Tenant Management: The system will be structured for easy management through
multiple tenants, enabling efficient administration and customization for various units and
departments.
User-Friendly and Accessibility: The LMS will be designed with a user-friendly interface
and adhere to Web Content Accessibility Guidelines (WCAG) 2.1 standards, ensuring
accessibility for all users.
SCORM Compatibility: The LMS will support both SCORM 1.2 (recent) and SCORM 2004
(older) formats, enabling the import and management of diverse e-learning content.
Off-the-Shelf Content: The system will facilitate access to off-the-shelf content,
produced by external third party providers.
Versatility in learning formats: The LMS will efficiently manage various learning
formats, including both classroom/in-person and virtual classroom training, webinars, e-
learning, video-tutorials, presentations, PDFs, etc. It will offer the possibility to create
blended learning paths and programmes for specific learning groups.
Internal and External Training: The LMS will allow management of both internal training
programs managed by the COE for its staff, as well as external training offerings conducted
by external organisations or companies for COE staff.
Collaborative learning: The system should facilitate collaboration between learners, via
groups and/or forums.
Reporting: The system will include easy-to-use customisable reporting functionality.
