HVDC converter stations for offshore wind farm connection projects - Centre Manche 1 & Centre Manche 2

The French Government will award 2 projects that aim at developing and building offshore wind farms in the Channel, AO4 with a maximum power up to 1,05 GW and AO8 with a maximum power up to 1,5 GW. RTE will be in charge of the development, construction and operation of the 2 grid connexions, Centre Manche 1&2, with a maximum power of 1,25 GW each, using 320 kV HVDC technology. Centre Manche 1 grid connection will connect the full AO4 offshore wind farm capacity, and a part of AO8 offshore windfarm capacity, and Centre Manche 2 grid connection will connect up to 1,25 GW of AO8 offshore wind farm. This notice relates to the EPCIC contract for the engineering, procurement, construction, installation, commissioning of 4 HVDC converter stations and 2 connected platforms, inclusive of all civil works and associated maintenance contract.

The scope of works consists in the EPCIC-O&M turnkey delivery of two integrated HVDC grid connection systems for Centre Manche 1 and Centre Manche 2 offshore wind projects, with +/- 320kV symetrical monopole configuration. The Employer’s requirements will be mostly identical for the two grid connections except for the sites specificities as well as the offshore platform of CM1 that will connect two offshore wind farms.

It is mainly composed for each the projects of :
• one HVCD onshore substation , including the civil works, the control&protection system, the auxiliary system
• one HVDC offshore substation, including jacket and topside, the control&protection system, the auxiliary system
It includes the following activities, without limitation :
• Engineering
• Procurement
• Manufacturing, transport, onshore construction
• Transport & Installation
• Commissioning onshore and offshore
• Offshore accommodation and logistics for Employer’s and Contractor’s personnel
• Operation & Maintenance until taking over
• Remedy pf defects during the Defect Notification Period
• Long term Operation & Maintenance after taking over
• Provision of all documentation

The contracting entity will not be responsible for any costs, charges or expenses incurred by any party as a result of participating in the competition. Successful Candidates whose pre-qualification questionnaire (PQQ) returns have been analyzed and accepted by RTE will be invited to the tender.
