Within the framework of the AO3 (French government Tender for offshore wind farm No 3) project which consists in developing a wind farm off Dunkerque, RTE is in charge of the connection to the grid. This includes the necessary high voltage offshore substation as part of RTE's scope, procurement of which is the purpose of the present contract notice.

This procurement process aims at awarding one (1) single awardee with two (2) contracts, namely

- one (1) EPCIC contract including engineering, procurement, construction, installation and commissioning of the high voltage offshore substation;

- one (1) O&M contract for operations and maintenance of the high voltage offshore substation for a period of up to twenty (20) years.

Where applicable, options will be described in the tender documents.

However, in particular, the tender documents will include the option for RTE to reconsider pursuing with the scope of O&M services or not, on the date which is every five (5) years from the offshore substation taking-over date.

Only those applicants who meet the legal, financial and technical requirements will be invited to participate in the tender.

Exécution du marché
Forme juridique que devra revêtir le groupement d'opérateurs économiques attributaire du marché:

Applicants may submit an offer as a: (i) single company/group or (ii) Joint Venture (JV)/consortium.

In the case (ii), PQQ responses will be accepted provided that at least one (1) member entity has expressed its interest before the time limit set in section IV.2.2.

Any entity involved in a PQQ response will be required to sign a non-disclosure agreement.

A common and single PQQ submission consolidating responses for all members of a JV/consortium will be required for any such applicant.

RTE reserves the right to require all the JV/consortium members, or as a minimum its leader, to be jointly and severally liable for the performance of the two (2) contracts in case of award.

An applicant submitting an offer as a single company/group shall not submit an offer as member of a JV/consortium.

RTE reserves the right to exclude applicants which would change the JV/consortium organisation or composition during the tender process.

Additional conditions may be added to the tender documents.
