Provision of a design study for a high voltage (225 kV) dynamic cable destined to the grid connection of offshore floating wind farms as well as performance of a simulation and tests on prototypes.
The related contract(s) will provide for two orders: one related to the design study and simulation and the other one to the tests on prototypes. Criteria triggering the placement of the second order will be set out in the contract.
As an option, an alternative load case might be studied and tested: the connection of the offshore platform via a HVDC dynamic cable.
Several contracts may be awarded to different awardees.

The scope of services includes different phases:

- a design study for a High Voltage Dynamic Cable based on a load case provided by the Employer;

- a simulation of the riser configuration;

- manufacturing of a prototype and fatigue tests.

Habilitation à exercer l'activité professionnelle:

Documentation and certification required have to be provided in French or in English.

In order to be considered, the candidate shall submit the following administrative documents :

# For candidates established in France: a less than three (3) month old registration extract from the trade register (extrait K bis);

# For candidates established outside France: a less than three (3) month old document from an official authority certifying the registration of the Candidate on a professional Register.

For all candidates:

- A dated and signed solemn declaration certifying that the candidate is not in one of the case prohibiting it to tender as stated in articles L. 2141-1 à L. 2141-5 of Order NO. 2018-1074 of 26 November 2018 related to the public market, and especially, candidate shall be in order with requirements of articles L. 5122-1 to L.5212-11 of the French Civil Code related to employment of disabled workers ;

- If the candidate is subject to insolvency procedures, all court orders and notifications.

RTE reserve the right to review it at any given point in time.

The PQQ is a questionnaire divided into general questions regarding the applicants and more specific questions regarding the applicants experience relevant to the scope of the project as well as health, safety and environment policies and experience. Full details about the PQQ process will be described within the PQQ documentation.

The Employer reserves the right, when awarding the contract, to ask the group to be transformed into a solidary group or with a jointly-liable representative of the consortium, insofar as this transformation is necessary for the proper performance of the contract.

In this case, all the supporting official documents requested in III.1.1) shall be provided by each member of the group of economic operators. Similarly, responses to the PQQ shall include information for each and every member of the group of economic operators.

Additional conditions/requirements may be included in the ITT documentation.

Selection of the candidates to be invited to participate in the tender phase will be done through the evaluation by RTE of a Pre-Qualification Questionnaire (PQQ) as filled in by the applicants. All selection criteria are set out in the form of PQQ to be provided to the applicants based on requests to participate as electronically submitted (per Section I.3).
