I. Certifications:
— the candidate shall demonstrate having implemented and maintained a quality management system according to the standard EN ISO9001, or other equivalent system of quality management;
— the candidate shall demonstrate having implemented and maintained an environmental management system according to the standard ISO14001, or other equivalent system of environmental management;
— the candidate shall demonstrate having implemented and maintained a health and security management systems according to:
(a) OHSAS 18001, or (alternatively);
(b) MASE, or (alternatively);
(c) VCA or (alternatively);
(d) ILOSH - or other equivalent system of health and security management.
II. H&S KPIs (accidents and incidents):
The candidate shall provide a letter from its chief executive officer or any other duly empowered person certifying that all incidents and accidents reported by all its subcontractors throughout the execution of its contracts are properly registered, followed up, and included in all incidents and accidents statistics provided by the candidate.
III. Sustainable development and applicable law
The candidate must certify, by providing a letter from its chief executive officer or any other duly empowered person, that it will execute all its obligations under potential contracts with EDF Renouvelables France in accordance with:
(i) the principles of the European Directive No 2014/25/UE and its possible transpositions and more generally with;
(ii) all applicable laws.
IV. Human resources
— the candidate certifies to have in-house human resources capable to communicate, write and work in English and in French language in the field of operation and maintenance of WTGs;
— the candidate shall provide proof that it employs in-house human resources duly qualified and trained to maintain WTGs and their various components (first aid training, working at heights and rescue training, LV, MV and HV electrical safety training and authorization for electrical works according to NF C18-510, technical trainings for the maintenance and troubleshooting of the WTGs);
— the candidate certifies to have in-house human resources based in at least 5 different French regions (apart from Ile de France, PACA, Corse).
V. Technical abilities
— the candidate must provide proof that it has at least one operating control center which operates WTGs remotely 24 hours a day and 7 days a week. The candidate shall certify that it has operators capable to communicate in English or French;
— the candidate shall provide proof that it has or will have the relevant access rights for the models of WTG listed in each lot, so that it is able to:
• operate remotely the WTGs: check the status and parameters of the WTGs, troubleshoot failures and remote restart;
• troubleshoot failures and restart WTGs on site;
• manage controllers or change parameters of the WTGs in order to implement scheduled power reduction plan;
— the candidate shall provide such a proof by producing one of the listed items in the procurement portal. If the candidate has or will get relevant accesses (and can prove it) for one or several models of WTGs among all models listed in each lot, it shall specify such models.
The candidate shall demonstrate its capacity to operate and maintain WTGs diligently and quickly by:
• justifying its ability to intervene on site 7 days a week with in-house human resources;
• having at least 5 maintenance locations (where in-house service technicians are based) in at least 5 different French regions (apart from Ile de France, PACA and Corse) and submitting the address and number of permanently employed personnel for each maintenance location;
• having a spare parts storage center located in at least 5 different French regions, or located so that spare parts (excluding major components) can be delivered to the maintenance locations within 6 hours, and submitting the address of each storage location and the global amount of spare parts stored.
