The present procurement procedure is subject to Order nº 2015-899 relative to public procurement, as enacted by the French President on 23.7.2015 and its Implementation Decree nº 2016-360 issued on 25.3.2016. For the purpose of the current procurement project, Expertise France proceeds with the competitive tender procedure with negotiation by virtue of applying Articles 71, 72 and 73 of said Decree 2016-360. It is a 2-phase procedure. First, the tenderers are invited to submit their expression of interest following the instructions given in the current document. Second, the short-listed candidates will be invited to submit a technical and financial offer. Unless a tenderer formally express his disagreement in his expression of interest, a delay of 8 days for submitting tenders should be fixed. The present frame agreement is subject to articles 78, 79 and 80 of Decree nº 2016-360 issued on 25.3.2016. The Candidatures material must include the following documents: (1) a completed Legal identity form. The legal identity must be submitted only by the consortium leader; (2) information on the financial, economic, technical and professional capacities, partly to fill in the Application form (template enclosed): — information about the tenderer containing a detailed description of the structure (organizational structure, staffing, other members and/or already identified subcontractors, focusing in particular on the capacity and the organizational structure set up to perform the activities), nature of business, field of expertise, licenses, certifications, main current activities, experience and formal qualification in its possession, etc., — past customer list and past experiences with dates and services from the past 5 years (10 references maximum) providing similar services for technical assistance / development projects / international cooperation.

The Candidatures material must include the following documents:
— a completed Legal identity form,
— declaration of honour on exclusion and selection criteria.
Niveau(x) minimal/minimaux de normes:
Minimum 3 references in the past 3 years in an amount equal to or greater than 10 000 EUR including tax and VAT each.
Minimum annual turnover in the last year for which accounts are closed in the area covered by the contract equal to: 55 000 EUR for lot 1, 7 500 EUR for lot 2, 60 000 EUR for lot 3 and 80 000 EUR for lot 4.
Capacité technique et professionnelle:
Description of the human means enabling to ensure the services in the past 3 years (10).
Relevance of the references presented (30).
Tenders will be appraised and given a score up to 40 points according to these criteria.
Niveau(x) minimal/minimaux de normes: Minimum 3 relevant references executed in Angola.
