Study regarding the development of a robotized steel core conductors residual mechanical strength diagnosis device

To operate the network under the best conditions, RTE must have diagnostic tools allowing it to assess the lifetime of the conductors. This lifetime is directly correlated to their mechanical strength. Currently, many steel-core conductors, in particular, aluminium conductors steel reinforced (ACSR) of the network, are of an advanced age. They must undergo through analysis in order to determine whether they can be kept for a longer period or the need to schedule and prioritise their replacement.
Because of their operating conditions, overhead conductors are subject to the following ageing processes:
— Mechanical (vibrational fatigue, mechanical stress, etc.);
— Thermal (heating due to the current, weather conditions);
— Electrical (current flow, electrical voltage, corona discharge);
— Chemical (various types of corrosion).
RTE therefore wishes to find a method to assess the residual mechanical strength of steel-core conductors.
The required service must include the following items:
— The study of a solution;
— Laboratory tests of a sensor;
— Tests under real conditions on the RTE network;
— ‘Live Line work’ tests;
— Production of a prototype.

The present publication will allow RTE to select candidates to take part to the tender on the basis of criterias specified on paragraph III.2 The applications must be sent by electronic mail to the representative specified on paragraph I.1 under the delays specified on paragraph IV.3.4 The tender package will be sent only to the candidates selected further to this market notice. The work will be divided into 3 main stages: Stage 1: Initial consultation on the basis of initial functional specifications. This consultation will allow selection of the candidates selected for the following constructive dialogue stage; Stage 2: General design, which will be the subject of a competition in the form of a constructive dialogue between several candidates (at most 4 candidates); The aim of this stage is to build the final functional specifications. Number and value of prizes which will be awarded: The candidates will be paid as their workshops progress if they have been deemed to be efficient. Estimated date of the 1st interview: September 2015 The subsequent interviews will be held in October and November 2015 Stage 3: Selection of the market appointee, following the competitive pitch of the final offers of the candidates on the basis of the final functional specifications.

Capacité technique et professionnelle:
Candidates must be able to prove recognised skills (specific professional and technical capabilities) in the following fields:

Those skills will be evaluated on the basis of a 3- or 4-page technical memo written in French or in English, in which the candidate will state why it considers that it meet the technical requirements of the contract notice. After a brief analysis of RTE's need, he will describe its competencies and possibly its experience on similar developments.
