Habilitation à exercer l'activité professionnelle:

— The form DC2 duly filled and signed (see the following link http://www.economie.gouv.fr/files/directions_services/daj/marches_publics/formulaires/DC/imprimes_dc/dc2.rtf)

or alternatively.

— An application letter.

— An affidavit to the effect that the candidate is not subject to any of the cases mentioned in article 8 of Decree n°2005-649 of 6 June 2005.

— Copies of the decision(s) if the bidder is put into receivership.

The candidates who apply for several lots can provide only one copy of these administrative documents

In the case of a grouping of natural or legal persons (consortium, etc.) letters of commitment should be provided by all partners. The leading organisation will endorse the full responsibility towards the Contracting Authority and should take provisions for ensuring an efficient involvement of all partners in the implementation of the study.

For candidates located outside of France, the administrative documents shall be replaced by a declaration of honour in French or in English. Candidates or tenderers must certify that they are not in one of the situations listed below with a declaration on their honour, duly signed and dated:

(a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;

(b) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;

(c) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify;

(d) they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;

(e) they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the ' financial interests;

(f) following another procurement procedure or grant award procedure financed by the Community budget, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations.

In case such situations are identified, candidates or tenders shall be excluded from participation in the procurement process.

Capacité technique et professionnelle:

A list of the major services provided by the candidate over the past three years with indication of budget, date and client. The provision of services is demonstrated by certificates from the beneficiary or in the absence of certificates by a self declaration by the economic operator. Where applicable, these documents are requested for each member of the group.

Niveau(x) minimal/minimaux de normes:

— To be native speaker, or equivalent, of the language of the lot for which the candidate is applying.

— Have a University Diploma in journalism/ communication/ media/ literature or equivalent.

— Have a minimum of 3 years professional experience in editing texts in the concerned language in a European institutional environment.

Dépôts et garanties exigés: No such clause will be applied.

Group of bidders are not required to use any particular status.

Candidates are not allowed to present multiple offers by acting both:

— As single competitor and member of one or more groups;

— As members of several groups.

Each candidate can make an offer for one or several lots. If a candidate wants to do so, he'll have to make as many separated offers as lots.
