Design and Construction of the storage site for submarine cables:

- Design and construction of an industrial building, of a warehouse type (including preliminary and then detailed studies as well as the preparation of the necessary permitting).

- Design, manufacturing, supply, transport and integration into the building of motorized storage and handling means for submarine cables, as well as heavy storage means, on racks or on the ground, for boxes of cable accessories and for drums. The equipment must be able to ensure the storage of non-coilable portions of cable. Motorization systems (permanent or temporary) will have to be considered: Fixed basket type solutions will not be retained. Storage equipment may have several separate and modular compartments. A cable handling and circulation system for loading/unloading operations from a ship at the dock must be considered, with part of the system being able to be fixed, particularly in the building, as well as parts having to be mobile, particularly for the loading dock area. This system must take into account the minimum bending radius of the cables. The moving elements of the handling system will be stored on site.

- The site will have an outdoor space serving as a delivery area and temporary storage area. An access control system (enclosure, controlled vehicle access, controlled pedestrian access, lighting, cameras connected to a surveillance center) will guarantee the protection of the site against vandalism and intrusions. Mobile fire fighting systems (fire extinguishers) will be present on the site, primarily aimed at limiting the risk of fire and then its spread (material classification, architecture, hot spot procedure).

Operation and maintenance of the site :

- The storage of the first cables and accessories will take place in 2026 (CELTIC Program) and will then be phased according to the planning of offshore projects deliveries. For each delivery by ship, the operator must guarantee the integrity of the cables throughout the unloading operation, from the ship interface at quay to storage facilities. The same cautions will be applied for the handling/storage of accessories. In the event of a damage to a cable at sea, the operator must ensure, upon request from RTE, that the requested cable and accessories are made available and any accessories, as well as their transfer to a ship or any other means designated by RTE. Throughout the storage period, the operator must guarantee computerized monitoring of the quantities stored, expiry dates for the products concerned, regular inventories and regular integrity checks of the products concerned. The operator must also guarantee that the building and exteriors are maintained in good condition, by carrying out appropriate preventive and curative maintenance. Finally, the operator must guarantee the proper and uninterrupted operation of cable storage and transport equipment, through the performance of appropriate preventive and curative maintenance. Throughout the storage period, the operator must subscribe to appropriate contracts with external service providers (fluid supply, waste treatment, legal certifications, safety, etc.) in order to ensure the compliant and uninterrupted operation of the entire site.

Firm period of 7 years, renewable for 2 periods of 2 years each, for a total duration of 11 years.

Description des options:

o Option to renew site operation and maintenance services for 2 periods of 2 years each;

o Temporary storage option, in Europe, for a maximum period of 12 months, of the CELTIC cable and accessories, on a platform of the candidate, then transferred to RTE storage platform, object of this contract, in particular in the event of a delay in the handover of buildings and storage means during the first delivery of stock scheduled for May 2026 at the earliest;

o Option to construct an extension to the building with additional long-term storage capacity for repair cables and accessories (hypothesis of a new France-UK interconnection : additional storage and development of the infrastructure accordingly) ;

o Option relative to the management of repair stock in the event of a damage to a cable at sea (temporary storage of accessories, preparation and loading of cables and accessories on the repair vessel; responsibility for the return of unused and/or damaged cables and accessories ). The organization implemented must provide mobilization meeting RTE criteria (365 days/year).

Each of these options are part of the bidder's offer and may be exercised at the discretion of RTE during Contract handling.

Candidate established in France:

Candidate established outside France:

Candidate who is part of the EDF group or the Caisse des Dépôts et Consignations (CDC) group :

In order to ensure compliance with the provisions of articles L111-10 et seq. of the French Energy Code, a candidate controlled directly or indirectly by a company in the EDF or CDC group must produce in its application file a declaration indicating its capital links with one or more companies of the EDF or CDC group.

Those elements produced in French or English must be provided by individual candidates, by each member of a consortium of companies and, where applicable, by the subcontractors presented.

Capacité technique et professionnelle:

The suitability (aptitude) criteria are as follows:

1/ Transmission and compliance of all the documents mentioned below, with clear and concise content. The candidate must provide a list of all documents requested in French or English, for himself as a candidate or as a member in the event of an application of a consortium. All members of the consortium must also provide the required documents (apart from the Aptitude File, summarizing all the skills of each members and subcontractors in a single document; as well as the DC1):

- Application response framework completed in Excel format

- Presentation of the company, completed in PowerPoint format, to be produced by all members of the group and planned subcontractors

- Aptitude file completed in PowerPoint format (as described in the following paragraph 2/)

- SIREN (for French applicants) or document certifying registration in the professional register

- Letter of application - Designation of the Lead Contractor of the consortium and his co-contractors (DC1), to be produced in a single example for all members of the consortium

- Declaration of the individual candidate or member of the consortium (DC2), to be produced by each members of the consortium

- Declaration on honor justifying the absence of a ban on tendering

- Certificate of non-judicial recovery and if the candidate or one of the members of the consortium is in judicial recovery, copy of the judgment(s) pronounced to this effect

- For candidates belonging to the EDF group or Caisse des dépôts et consignations, an explanatory note of the capital links with the group

- The quality and appropriate delegation of power of the company representative(s) involved in this application

2/ Relevance of the technical Aptitude file (limited to 15 pages) in which the candidate will demonstrate his understanding of RTE's need and his ability to respond to it, in terms of technical means (in particular tools, material and technical equipment, software), human means (expertise and experience associated by category of profile), methodological means (expertise in management of similar projects, processes put in place) and organisation proposed to RTE (privileged interlocutor, considered project team and organization chart, organization and distribution between the members of the group and the possible subcontractors, QSE prevention officer, etc.) regarding to:

- The design and construction of the site and storage means on a greenfield in a port environment close to a quay, allowing long-term storage (40 years) of submarine electrical power cables. Within a limited footprint, this logistics platform must ensure protection and adequate security of the stock in a controlled atmosphere and rapid provision of the stock at the request of RTE;

- Operation of the site and stock: handling of submarine electrical power cables in accordance with the associated technical constraints and its monitoring throughout the handling in order to guarantee their integrity; interfaces with ships for delivery (including loading/unloading of stock), operations in the event of a damage at a cable at sea (including preparation of stock and means of transporting the cable from the site to the ship); ability to manage a warehouse and its stock (including inspection) in a secure manner; organization capable of operating 24/7 after notification of damage;

- Preventive and curative maintenance as well as upkeep of the site, in particular of built elements and storage equipment, in order to ensure the proper functioning of the infrastructure at all times and its sustainability.

- Number and relevance of references in the construction of a platform inclusive of a industrial hall, regarding RTE's expressed need in the "Notice", over the last 10 years, indicating the type of customer or end user, the cost, the details of the services provided, the date of creation of the site: 2 points

- Number and relevance of references in the design and construction of electrical power cable storage equipment and associated accessories, regarding RTE's expressed need in the "Notice", over the last 10 years, indicating the type of customer or end user, the cost, details of the services provided, the delivery date of the equipment: 5 points

- Number and relevance of references in the handling of submarine electrical power cables, regarding RTE's expressed need in the "Notice", over the last 5 years, indicating the type of customer or end user, the cost, details of services provided, dates of performance of the service: 6 points

- Number and relevance of references in the management of a storage platform, regarding RTE's expressed need in the "Notice", over the last 5 years, indicating the type of customer or end user, the cost, the details of the services provided, the dates of completion of the service: 5 points

- Furthermore, in order to prevent any conflict of interest relating to the ownership of cables, applications of candidates acting as operators or stockists as well as cable manufacturers are not allowed.

- Services relating to the handling of cables are prohibited from subcontracting (except for the realization of the option relative to the storage of cables and accessories for the Celtic project).

Forme juridique que devra revêtir le groupement d'opérateurs économiques attributaire du marché:

RTE is allowed to ask the consortium to transform it into a "Groupement solidaire" or with a "Mandataire solidaire" when the contract is awarded, to the extent that this transformation is necessary for the proper execution of the contract.

In the event of a consortium application, all of the documents requested in III.1.1) to III.1.3) must be provided by each member (apart from the suitability file, to be provided in a single document, compiling all RTE prerequisites; as well as DC1).

Except in the cases provided for in article R. 2142-26 of the Public Procurement Code, the composition of the consortium applying for a call for competition cannot be modified between the date of submission of applications and the date of signature of the contract.

A candidate cannot submit several applications by acting at the same time:

1° As individual candidate and member of one or more consortiums;

2° As member of several consortium
