The Cheylas floating PV project is located in the department of Isère (38). It plans to install about 40-45 MWp of floating PV on the Cheylas basin (depending on the design considered), which is the lower reservoir of the Cheylas-Flumet Pumped Storage Power Plant (STEP), a high-powered hydroelectric facility (480 MW) under EDF HYDRO concession.

Conditions de participation
Habilitation à exercer l'activité professionnelle:

The candidates, company or grouping, cannot bid if they have been subject to the cases mentioned in articles L2141-1 to L2141-11 of the Public Order Code (code de la Commande Publique).

The candidate undertakes to report any change of situation in accordance with Article L2141-12 of the Public Order Code.

The candidate must comply with articles L. 5212-1 to L. 5212-11 of the French Labor Code concerning the employment of disabled workers. Only companies and groups that have submitted the following documents may bid:

- a grouping agreement duly completed if several candidates wish to present themselves and specifying the services or supply to be performed by each member of the grouping, based on the EDF Renewables model communicated on the EDF purchasing portal (PHA)

- a certificate on honour of non-conviction of the company or each member of the grouping, based on the EDF Renewables model communicated on the EDF purchasing portal (PHA),

- a K-Bis extract of less than six (6) months from the applicant establishment or each establishment in the grouping,

- a certificate of social declarations and payment of contributions from the company or each member of the grouping,

- a certificate of fiscal regularity from the company or each member of the grouping,

- a certificate of civil liability insurance for the company or each member of the group,

- the EDF compliance questionnaire duly completed, dated and signed by the company or by each member of the consortium, based on the EDF Renewables model communicated on the EDF purchasing portal (PHA).

Situation économique et financière:

All evidences expected are mandatory. If not supplied, the Candidate application shall not be considered.

-Financial statements for the last 3 years

-If the candidate cannot share its financial statements, it needs to share its parents company’s one and provide a mother company warranty

Niveau(x) minimal/minimaux de normes:

- The average turnover for the last three years should be equivalent or above twice the amount of the considered scope.

-The company or each member of the consortium must submit a presentation of its structure, its organization, and in case of a subsidiary, must indicate the name of its parent company and its share.

Capacité technique et professionnelle:

1) The Candidate should communicate accidentology key Performance Indicator for years 2020, 2021 and 2022 of main entity and subcontractors (if apply) and actions undertaken to improve the accidentology KPI.

2) COMPANY and SUBCONTRACTORS (if APPLY) have to indicate if they use a Quality Management System conform to the NF EN ISO 9001 or équivalent (furnish copies of ongoing valid certificates) –

Certifications should be issued by the french accreditation committee (COFRAC) or equivalent from a EU state member.

3) COMPANY and SUBCONTRACTORS (if APPLY) have to justify an Environnement Management System conform to the NF EN ISO ISO 14001 or équivalent (furnish copies of ongoing valid certificates).

4) COMPANY should have sufficient human ressources to fulfill the need of the tender without SUBCONTRACTOR beyond rank 2 – rank 1 or 2 accepted - (furnish a declaration on honor and indicate what domain or task will be subcontracted).

5) The candidating COMPANY will be the one providing products. Furnish a declaration on honor.

6) The candidating COMPANY have to give a list of recent references (less than 5 years) relatives to similar product furniture. COMPANY will indicate amount of contract, Power of the solar parc, client, localisation, material and human mean affected. If the COMPANY do not have any reference, It will have to justify technical and financial abilities to fulfill the need of the contract. Two page documents maximum.

The candidating company will give more details of 3 references, including : the limit of prestation done (specifying subcontracted tasks), floating device caracteristics, technical and human means mobilised to achieve this realization, location and date of realization, client, partners and subcontractors (if apply). Maximum 3 pages.

Candidates must respect formalism asked before and as described in part “complementary informations”.

Not conform candidatures won’t be considered.

Exécution du marché
Dépôts et garanties exigés:

The conditions relating to financial guarantees will be presented in the administrative and specific clauses, however, EDF Renouvelables reserves the right to ask for the following guarantees:

1 / Deposit refund bank guarantee covering the amount of the down payment that would eventually be paid to the candidate at the signing of the contract. This bank guarantee must be issued by institution / institution / bank approved by EDF Renouvelables.

2 / Guarantee Mother House. However, if the candidate is not a subsidiary or the parent company is not in the ability to deliver a home warranty Mother, the applicant must provide a bank guarantee issued by a school / institution / bank approved by EDF Renouvelables. The applicant and the institution issuing the bank guarantee must regularly provide an update of their accounts and financial reports until the end of the guarantee period.

Financing from own resources- Payment under 45 days end of month or within 60 days net.

Candidates may be either single companies or consortiums.

In case the Candidate is:

— A consortium, a Consortium Agreement or the project of Consortium Agreement has to be included.

The consortium shall be jointly and severally liable (‘conjoint et solidaire’) or with a jointly liable leader (‘mandataire solidaire’),

Conditions describes from III.1.1 to III.1.3 should apply to each member of the consortium

A Tenderer, which will submit an offer as member of a consortium or a joint-venture, may not submit an offer as single company or with another consortium or joint-venture.
