The scope is to build necessary infrastructure, perform local maintenance when necessary and provide usual means (electrical power, telecommunication lines, physical security…) See the applicable Statement of Work for the totality of the requested services

Activities expected on the present call for tender are the following:

- Hosting site infrastructure preparation enabling station deployment and qualification

- Hosting and hosting needs furniture during the whole contract (energy, telecommunication lines…)

- Maintenance activities

Other optional activities are requested => See the applicable Statement of Work for the totality of the requested services.

Project and operation phases will be both managed and operated by CNES.

Habilitation à exercer l'activité professionnelle:

Pursuant to Articles L. 2141-1, L. 2141-2, L. 2141-3, L. 2141-4, L. 2141-5, L. 2141-7, L. 2141-8, L. 2141-9, L. 2141-10 of the French Public Order Code of December 5th, 2018, the candidate must in support of his application and, in accordance with Articles R. 2143.3, R. 2142-3 and R. 2142-4 of the French Public Order Code of December 5, 2018, produce the following supporting documents:

a) a document relating to the empowerment of persons authorized to bind the candidate (power of attorney),

b) a dated and signed declaration on their honor that they do not fall into any of the cases mentioned in Articles L. 2141-1, L. 2141-2, L. 2141-3, L. 2141-4, L. 2141-5, L. 2141-7, L. 2141-8, L. 2141-9, L. 2141-10 of the aforementioned Public Order Code of December 5, 2018, and in particular that they are in compliance with Articles L.5212-1 to L. 5212-11 of the French Labor Code concerning the employment of disabled workers. This declaration is to be provided by individual candidates, by each member of a candidate group and, if applicable, by the subcontractors presented.

The supporting documents expected are those cited in Articles R. 2143-6 to R. 2143-10 of the Code de la Commande Publique of 5 December 2019. If necessary, the candidate must also produce the documents provided for in articles R. 1263-12, D. 8222-5 or D. 8222-7, or D. 8254-2 to D. 8254-5 of the French Labor Code.

In accordance with the French Public Order Code (“Code de la Commande Publique”) sections R.2143-6 to 10, CNES accepts as sufficient evidence:

1. In order to certify that the applicant is not in the case provided for in articles L.2141-1 and L.2141-4 of the French Public Order Code::

- An extract from the criminal record.

Or, if the applicant is not french

- An extract from a relevant register or, failing that, an equivalent document issued by a competent judicial or administrative authority in his country of origin or establishment.

2. In order to certify that the candidate is not in the case provided for in Article L.2141-2 of the French Public Order Code:

- The certificates issued by the competent administrations and organizations attesting that the declarations in fiscal and social matters have been made and that the taxes, contributions or social security fees due have been paid.

Or, if the applicant is foreign

- A certificate issued by the administrations and organizations of his country of origin or establishment regarding such topic.

3. In order to certify that the candidate is not in the case provided for by article L.2141-3 of the CCP:

- A K extract, or a K bis extract, or a D1 extract.

Or, if he is a foreigner

- An equivalent document issued by a competent judicial or administrative authority of his country of origin or establishment, certifying of the official registration in the country where the company was registrated

Applicants are not required to provide supporting documents and evidence that CNES can obtain through an electronic information system administered by an official body or through a digital storage space, provided that the application file contains all the information required to consult this system or space and that access is free of charge (in this case, specify in your application where to find this information)

CNES verifies the conditions of participation of the candidates in accordance with the procedures provided for in Articles R.2144-1 to R.2144-7 of the Code de la Commande Publique

NB - Documents accompanying the application file written in a foreign language other than French or English will be accepted if accompanied by a translation into French or English

Situation économique et financière:

In support of its application, the candidate shall produce the following elements:

1) declaration concerning the overall turnover and the turnover concerning the service subject of the contract carried out over the last 3 available financial years

2) appropriate bank declaration or proof of insurance for professional risks

3) balance sheets or extracts from the balance sheets, concerning the last 3 years of the economic operators for whom the drawing up of balance sheets is compulsory by law

4) statement indicating the average annual manpower of the candidate and the size of the supervisory staff for each of the last 3 years.

To justify its application, eligible tenderers may provide the following elements:

- Description of hosting services considered

Tenderer will detail main physical masks existing of expected antenna site(s). He will also detail existing infrastructure and infrastructure activities to be performed before enabling station deployment.

- Durability of the proposed solution

Tenderer will detail which durability can be expected by CNES regarding station environment in particular land ownership).

- RF licensing limitations

Limitations for antenna use have to be detailed in the provided documentation
