RTE is working hard to make the drone a major ally for grid maintenance in the coming years. This is why, the MOMARTE (Modernization of RTE's aerial resources) initiative is up and running for several years. MOMARTE brings together projects that contribute to integrating new developments in the air sector and drones in RTE's activities.
One of the MOMARTE projects aims to automate power line inspection with drones (ATTILA) and provide RTE with a certified drone by the aeronautical authority for industrial operations.
This framework agreement includes several steps :
- PHASE 1: provision of the SAIL II demonstrator
- PHASE 2: development and provision of the SAIL IV prototype
- PHASE 3: development and delivery of the first certified BVLOS drone
- PHASE 4: industrialization of the fleet of certified BVLOS drone

The consultation will take place in three stages:

1. the application phase, for which this contract notice is the only means of registering in the consultation process. After receiving the applications, the application of the aptitude criteria will lead to the selection of a maximum of 6 candidates.

2. the phase of analysis of the technical and economic files at the end of which the 3 best candidates will be selected

3. the extended evaluation phase with Studies content, Aeronautical audit and Test flights at the end of which the contract will be awarded to the candidate obtaining the best overall score.

The draft of the specification document and its appendix and the presentation support shared during the roadshow are available on Bravo Solution.

Additional technical elements will be provided at the consultation stage.

The deployment of each phase of the contract is conditional on the achievement of the requirements set in the previous phase (this will be precised in the documents of the consultation)

Capacité technique et professionnelle:

. Summary presentation of the company demonstrating its understanding of the need and its ability to meet it with regard to the provisions of the attached CCTP

. Summary presentation of the existing and operational drone demonstrator available to the candidate (technical capacities, purchase and use costs) and which will be used as a basis in the last phase of the consultation (Extended evaluation) and in the framework of the contract

. Detailed presentation of 3 flagship missions carried out that can best demonstrate to RTE that the Candidate can meet its needs (completion of the application appendix)

In the case of an application by a grouping, a presentation of the grouping with a precise description of the roles and responsibilities of each member must be produced and the durability of the grouping in the event of industrialisation must be addressed.

RTE reserves the right to ask the grouping to be transformed into a joint venture or with a joint representative when the contract is awarded, insofar as this transformation is necessary for the proper performance of the contract.

In the case of an application by a grouping, all the documents requested in III.1.1) to III.1.3) must be supplied by each of its members.

Except in the cases provided for in Article R. 2142-26 of the Public Order Code, the composition of the grouping applying for a call for competition may not be changed between the date of submission of applications and the date of signature of the contract.

The applications which meet the conditions for participation and demonstrate their economic and financial capacity as well as their technical and professional capability constitute the long list.

In the event that the number of candidates making up the long list is greater than the maximum number of candidates admitted to tender, the selection criteria below will be applied in order to determine the short list of suppliers admitted to participate in the consultation:

- Quality of the references (or equivalents) presented in the Application Form /12 points

- Relevance of the presentation of the candidate and its demonstrator demonstrating its ability to meet the needs and expectations of RTE /18 points

The 6 candidates with the highest scores will make up this short list.
