The Biscay Gulf Electrical Interconnection (BGE) consists of the construction of a 2 000 MW link. This link is composed of two (2) circuits rated 1 000 MW each for DC operating voltage of 400 kV, in total comprised of four (4) power cables, four (4) converter station terminals located close to 400 kV Gatica substation (Spain) and Cubnezais substation (France). The length of the route is estimated to be approximately 400 km long starting in Spanish País Vasco region (near Bilbao) to an ending point in Nouvelle Aquitaine (Gironde department, near Bordeaux). The interconnection is composed of underground cables with total approximate route length of 115 km and submarine cables with total approximate route length of 285 km.
The ‘BGE’ is a joint project developed by INELFE on behalf of Réseau Transport d’Electricité (RTE) and Red Eléctrica de España (REE) respectively the transmission system operators in France and Spain.
The project is supported by the European Union’s Connecting Europe.

Habilitation à exercer l'activité professionnelle:
The applicant shall have a valid RTE or REE qualification for the referenced type of works (see also Section II.2.4) and consequently has to be qualified at qualification system of RTE or REE to perform its activity(ies) in France/Spain as applicable.

If necessary, provided the Applicant is referenced only in RTE or REE qualification system, the proposed sub-contractors for the works on the territory not covered by the qualification, shall have a valid RTE or REE qualification for the referenced type of works (see also Section II.2.4) and consequently have to be registered at qualification system of RTE/REE to perform their activity(ies) in France/Spain respectively.

All costs of completing and submitting any submission and any presentations of the submission are the responsibility of the applicant(s).
Throughout the course of this procurement process, tenderers may be asked to translate and resubmit documents in French and/or in Spanish at their own expense.

Same economic operator may not be an agent of more than one Consortium for same contract.

The duration of contract stated in Section II.2.7) refers to construction works with exclusion of defects rectification initial mandatory period.
Applicants wishing to participate in the pre-qualification process must request to participate via dedicated platform and provide:
I. For single company — company name, main contact name and main contact address completed;
II. For consortia — brief description of consortium structure, companies names, leader, percentage of composition, main contact name and main contact address with contemplated list of main sub-contractors if necessary. There will be required a binding letter with all participants signed by each company legal representative with power of attorney indicating the percentage of participation.

The main sub-contractors shall be understood as the ones that, the construction and/or manufacturing capacities are essential for project, and the proposal is based on.
The selected candidates will be populated on https://rte-france.bravosolution.com after the closing of this contract notice and following the return of signed Non-Disclosure Agreement (NDA). The dedicated form will be provided to applicants once the expression of interest in participating in this event issued and accepted by INELFE. The NDA shall be returned to INELFE within five (5) working days after receipt.

INELFE intends to procure the ‘Biscay Gulf Electrical Interconnection FR-ES Project’ through a series of contracts comprising:
— 1 contract for converter stations;
— 2 contracts for cable link;
— 1 contract for terrestrial civil works.
The candidates to whom the contracts are awarded will be required to accept the coordination and collaboration obligations regarding interfaces with other contractors that are involved in the execution of the Biscay Gulf Electrical Interconnection FR-ES Project.
