This procurement process is led by both RTE and FEFGBI. RTE will be the employer and the owner of underground and submarine (static and dynamic) export cables (included associated equipments and services).

FEFGBI will be the employer and the owner of inter-array dynamic cables (included associated equipments and services).

Estimated quantities and associated works for cable supply and installation:

— 3 inter-array (dynamic) power cables (4 km in total) and associated equipments and services,

— 1 submarine (static and dynamic) export cable (28,8 km) and associated equipments and services,

— 1 underground export cable (4,5 km) and associated equipment and services (assembly) but excluding the civil work and cable laying,

— 1 underground optical fiber (4,5 km) and associated equipments and services (assembly) but excluding the civil work and cable laying.

Associated equipments and services include but are not limited to:

— landfall transition joint (including the joint pit),

— ancillaries equipments dedicated to underground export cable, including joints,

— electrical cable termination and jointing works,

— ancillaries equipments dedicated to submarine export cable and inter-array cables, especially their dynamic part such as bend stiffener, buoyancy modules, etc,

— power cable monitoring system.

All power cables and associated equipments detailed above shall be designed for a nominal voltage of 66 kV.

Information and formalities necessary to evaluate if the requirements are met are prescribed within the Pre-Qualification Questionnaire (PQQ). FEFGBI and RTE reserve the right to review it at any given point in time.

The PQQ is a questionnaire divided into general questions regarding the applicants and more specific questions regarding the applicants experience relevant to the scope of the project as well as health, safety and environment policies and organization. Full details about the PQQ process will be described within the PQQ documentation.

Applicants may submit bids as:

(i) single company/group or

(ii) a Joint Venture (JV)/consortium.

In the case of JV/consortium, PQQ responses will be accepted from applicants provided that at least 1 entity involved in the JV/consortium has registered interest before the closing date stated within the Contract Notice. All JV/consortium members will be required to sign non-disclosure agreements with FEFGBI and RTE.

PQQ responses will be required for all JV/Consortium members.

FEFGBI and RTE reserve the right to ask all the JV/consortium members to be jointly and severally liable in case of attribution.

An applicant who submits an offer as part of a JV/consortium shall not submit an offer as single/group company or with another JV/consortium.

An applicant who submits an offer as a single company/group shall not submit an offer as member of a JV/consortium.

The different steps of this RFI are:

1) Applicants must request to participate to the PQQ process through the e-sourcing portal BravoSolution before the closing date detailed in section IV.2.2);

2) After expressing your interest in participating in this public notice on the BravoSolution portal and after the closure date of this public notice, an NDA will be issued and should be returned by the applicant within 2 working days of receipt;

3) Once the NDA is signed by the applicant, the PQQ will be sent out. The PQQ and subsequent ITT will be run through the "BravoSolution" portal.

RTE and FEFGBI reserves the right to exclude JV/consortium applicants who change the JV/consortium organisation through the process.

RTE and FEFGBI reserves the right to request from the applicant, at any time, evidence to the legal position of the JV/consortium.

Applicants should note that for certain aspects of the work (such as but not limited to underground cable supply and mounting), they may be required to select subcontractors from existing RTE qualification systems and/or to use pre-approved subcontractors. Details will be provided in the PQQ and/or ITT or during the tender process.
