EDF Renouvelables, on behalf of ‘Centrale photovoltaïque du CET de Dijon’; ‘Centrale photovoltaïque de Lux’ et ‘Centrale photovoltaïque du Pouzin’, wants to procure the supply and installation of inverter strings 3-phase 1 500 V. 3 photovoltaic farms located in the Côte d’Or (21), Côte d’Or (21) and Ardèche (07) departments.
In option, EDF Renouvelables will include the construction of 5 additional photovoltaic farms in the communes of Lagnieu — Samognat — Fouesnant — Grand Guéret — Salzuit, whose purchase of the inverter strings 3-phase 1 500 V can be carried out indirectly by an EPCiste.

— supply and installation of inverter strings 3-phase 1 500 V,

— part of the benefits of the different bodies of state could be optional. These options will be defined during the consultation.

Information and formalities necessary for evaluating if the requirements are met.

The required information shall include as a minimum the following information/documentation:

— company's description/presentation,

— corporate ownership and corporate structure details.

If the company is a subsidiary, the name of the parent company and ultimate parent company must be stated as well as the name of a French representative, if any:

— corporate headquarters details,

— list of worldwide locations details if any (subsidiaries, affiliates, joint ventures, distributors) specifying the type of functionality (service, sales),

— an administration statement stamped and signed by the company that the work will be achieved by regular workers, according to the laws in effect,

— a sworn statement stamped and signed by the Company stating that the candidate is not in one of the 4 situations cited in points 1) to 4) below (full text to be entirely transcribed in the sworn statement):

Individuals who are legal or de facto directors of a legal entity that does not satisfy the conditions provided for in this subparagraph may not personally tender for a contract.

Situation économique et financière:

All evidences expected are mandatory. If not supplied, the tenderer application shall not be considered:

— financial statements for the last 3 years,

— if the candidate is owned by a company or a partnership which detains more than 50 % of its shares, the parent company will have to supply all documents testifying its financial ability.

Niveau(x) minimal/minimaux de normes:

The average turnover for the last 3 years should be equivalent or above twice the amount of the considered scope.

Capacité technique et professionnelle:

List and brief description of selection criteria:

— organization chart of the underwriting department of the candidate,

— organization chart of the claim management department of the candidate (please underline French and English language skills and capacity to deal with French claims),

— declaration that the company is authorized to provide insurance in France,

— declaration that the company is able to provide an insurance policy submitted to French Law and French jurisdiction.

Candidates must be able to prove that they have or they are developing inverters. Candidate should have at least a installed annual production capacity of 50 MW for inverter.

Exécution du marché
Dépôts et garanties exigés:

The conditions relating to financial guarantees will be presented in the administrative and specific clauses, however, EDF Renouvelables reserves the right to ask for the following guarantees:

1) Deposit refund bank guarantee covering the amount of the down payment that would eventually be paid to the candidate at the signing of the contract. This bank guarantee must be issued by institution/institution/bank approved by EDF Renouvelables;

2) Bank performance guarantee covering the entire period of completion of the contract. This guarantee must be issued by institution/institution/bank approved by EDF Renouvelables;

3) Guarantee mother house. However, if the candidate is not a subsidiary or the parent company is not in the ability to deliver a home warranty mother, the applicant must provide a bank guarantee issued by a school/institution/bank approved by EDF Renouvelables. Financing from own resources. Payment 60 days from the date of invoice issuance and payment of installments corresponding to the services performed.

Forme juridique que devra revêtir le groupement d'opérateurs économiques attributaire du marché:

Candidates may be either single companies or consortiums.

In case the candidate is:

— a single company, description of qualification and experience of subcontractors (or potential subcontractors) to whom major parts of the services are going to be subcontracted, has to be included,

— a joint venture, the copy of the project of joint venture agreement is required,

— a consortium, a consortium agreement or the project of consortium agreement has to be included.

The consortium shall be jointly and severally liable (‘conjoint et solidaire’) or with a jointly liable leader (‘mandataire solidaire’), a tenderer, which will submit an offer as member of a consortium or a joint-venture, may not submit an offer as single company or with another consortium or joint-venture.
