The Copernicus programme is an evolution of the previous Global monitoring for environment and security (GMES), an Earth monitoring initiative led by the European Union (EU) and carried out in partnership with the EU Member States and the European Space Agency (ESA) established to fulfil the growing need amongst European policy-makers to access accurate and timely information services to better manage the environment, understand and mitigate the effects of climate change and ensure civil security. While the deployment of the first generation of Sentinels is approaching its completion, the intense use and increased awareness for the potential of Copernicus have generated great expectations for an evolved Copernicus system (CSC Expansion programme). Emerging and urgent needs for new types of observations have been consolidated in a distinct set of requirements which are addressed by 6 new potential Copernicus Sentinel missions, so-called High Priority Candidate Missions (HPCM).

The CHIME Mission, subject of this intended invitation to tender, will complement Sentinel observations with an image spectrometry observational capability providing routine hyperspectral observations in support of EU- services and for the improved management of natural resources and related policies. This unique visible-to-shortwave infrared spectroscopy based capability will be dedicated to raw material- and sustainable agricultural management with a focus on soil properties, mineral resources and agricultural services, including food security and biodiversity, environmental degradation and hazards, inland and coastal waters, snow, forestry and the urban environment. To enable accurate quantitative estimates of specific vegetation bio/geo-physical/chemical variables, as well as top-soil variables and mineral compositions Chime encompasses as payload an imaging spectrometer. This imaging spectrometer allows monitoring of land and coastal/inland water bodies with many contiguous spectral bands covering the spectral range from the VIS to the SWIR.
