Brève description:

The Project Toucan 2 power plant is located in French Guyana and will be composed of:

— a 5MWp PV power plant,

— one MV substation,

— a energy storage power plant whose size is to be proposed by the Contractor keeping in mind the service it shall provide and the technical constraints the photovoltaic plant is subjected to this Invitation to tender concerns the design, material procurement, construction and commissioning work, and also operation and maintenance for a stationary energy storage power system, PV inverters and PPC included in a general electricity plant, combining storage and photovoltaic panels (PV panels are not in the scope of the Tenderer).

The storage Power plant will be connected to the distribution network at a new 20kV substation as located in the Site layout. The substation will be linked via 20 kV underground network cables to the energy storage plant.

This ITT includes the following items:

ELECTRICAL WORKS (including storage plant).

The Employer’s requirement includes the design, supply, delivery, installation, cabling, connection, testing and commissioning of all electrical Works as follows:

— MV Substation with MV and LV rooms, switchgears, metering, protections, MV/LV auxiliary transformer for the supply of plant auxiliary equipment, grounding and protection equipments and systems deemed necessary,

— Stationary batteries in containers, Battery energy storage system (BESS),

— Battery power conversion system (PCS) which are bidirectional (charge and discharge),

— PV Power conversion system (PCS) which are uni-directional,

— The power plant controller (PPC) for the control of baterry PCS,

— MV/LV transformers connecting MV substation to batteries Power conversion system,

— LV DC electrical network cables with associated termination kits, cable trays and cable protection between the battery containers and battery PCS,

— AC and DC underground electrical network cables (LV and MV) with associated termination kits, cable trays and cable protection between the Battery PCS, MV transformer station and the substation,

— Communication network, including especially optical fiber cables including joints, termination kits, cable trays and cable protection, between Battery containers and battery PCS if needed, and up to the SCADA room in substation,

— Monitoring devices of the storage plant,

— DC network which comprises all electrical equipment between PV module strings to PV inverters. Each circuit consists of DC cables, DC combiner boxes, communication equipment and earth conductors,

— PV Inverter stations which collects the power generated by the PV modules before delivering to the MV substation through the MV AC network. It includes PV inverter(s) (PCS), LV/MV step up transformer, MV switchgear and a building/container/shelter with associated auxiliaries and SCADA equipment,

— MV AC network which comprises several MV AC radial circuits connecting PV Inverter stations to the MV switchyard or the MV/HV substation. Each radial circuit consists of MV underground AC cables, underground FO cables and an earth conductor.

Structural and civil works.

The Employer’s requirement includes design, Material procurement, supply, construction and commissioning works in a safe, orderly and secure way of all the following civil and structural Works:

— Setting out of works,

— All additional investigations needed to perform the work,

— Foundations and walk access,

— Excavation and backfilling of all cable trenches required for the electrical and monitoring underground network cables,

— Grounding system and associated equipment,

— Access track as needed for construction and O&M works,

— Drainage systems required for performance of Works and O&M,

— Topographical survey as shown in the Appendix 2-Drawings,

— Zone clearing and leveling,

— MV Substation foundations and building,

— Storage plant foundations and building,

— All necessary civil works for the implementation of the DC network, PV inverter stations and MV AC.

Option B for Energy Management System (EMS), to control and to ensure the best energy efficiency to the whole system, following the production constraints fixed by the grid operator.

— An administration statement stamped and signed by the company that the work will be achieved by regularworkers, according to the laws in effect,

— A sworn statement stamped and signed by the Company stating that the candidate is not in one of the 4situations cited in points 1) to 4) below (full text to be entirely transcribed in the sworn statement):

1) those Candidates who have, within the last five years, been handed down a final sentence forone of the offences provided for in Articles 222-38, 222-40, 226-13, 313-1 to 313-3, 314-1 to 314-3,324-1to324-6,413-9 to 413-12, 421-1 to 421-2-3, subparagraph 2 of Article 421-5, Article 433-1, subparagraph 2 of Article 433-2, subparagraph 8 of Article 434-9, subparagraph 2 of Article 434-9-1, Articles 435-3,435-4,435-9,435-10,441-1 to 441-7, 441-9, 445-1 and 450-1 of the French penal code, Article1741 of the French general tax code and Articles L. 2339-2 to L. 2339-4, L. 2339-11-1 to L. 2339-11-3 of the French defense code and L.317-8 of the French interior security code.

Situation économique et financière:

All evidences expected are mandatory. If not supplied, the Tenderer application shall not be considered:

— financial statements for the last 3 years,

— financial rating or analysis by a independant agency (Altares, D&B,...),

— if the candidate is owned by a company or a partnership which detains more than 50 % of its shares, the parent company will have to supply all documents testifying its Financial ability.

Niveau(x) minimal/minimaux de normes:

The average turnover for the last 3 years should be equivalent or above twice the amount of the considered scope.

Candidates may be either single companies or consortiums.

In case the Candidate is:

— A single company, description of qualification and experience of subcontractors (or potential subcontractors) to whom major parts of the services are going to be subcontracted, has to be included,

— A joint venture, the copy of the project of joint venture agreement is required,

— A consortium, a Consortium agreement or the project of Consortium agreement has to be included. The consortium shall be jointly and severally liable (‘conjoint et solidaire’) or with a jointly liable leader (‘mandatairesolidaire’).

A Tenderer, which will submit an offer as member of a consortium or a joint-venture, may not submit an offer as single company or with another consortium or joint-venture.
