The tender will be submitted to the European Commission agency CHAFEA for a request for co-financing. If the proposal is accepted, it begins at the beginning of 2019 for a duration of 12 months. It can be renewed for 2 periods of 12 months each maximum. If the proposal is not accepted by the Commission, the current tender will be canceled.

EMF intends on submitting an application for EU funding for a programme on milk. As part of this application process, EMF wishes to engage the services of a media buying agency that will be responsible for the media buying space for a generic campaign to increase the consumption of milk in each of the markets:

— Belgium,

— Denmark,

— France,

— Ireland (The Netherlands to be confirmed)

The proposal should take into account the different production systems of EMF member countries, with a European dimension.

— statement concerning the overall turnover of the candidate and, if applicable, the turnover of the field of activity covered by the contract for the last three financial years available.

Capacité technique et professionnelle:

— declaration concerning the name and capacity of the person authorized to commit the agency and, where appropriate, the mandate entitling him to do so,

— list of similar services provided over the last three years. The tenderer will indicate the amount, the date and the name of the client in compliance with any obligations of confidentiality,

— in case of application in the form of a consortium, the tenderer specifies the form of the consortium (joint-and-several liability consortium or as a joint-liability-only consortium), appoints the representative of the consortium and produces the mandate empowering the representative to validly engage the consortium,

— a description of the material and human resources of the tenderer justifying his capacity to perform the services requested; in particular, staff and resources.
