This call for tenders concerns the procurement of Pharmaceutical glass vials for the filling European Pharmacopoeia reference standards.
The procurement procedure is an international call for tenders in accordance with Rule No 1333 of 29.6.2011 on the procurement procedures of the Council of Europe.
The contract shall be effective from the date of notification by the Contracting Authority, for a period until the 31.12.2020. It is tacitly renewable 2 times, for periods of 12 months (maximum validity until 31.12.2022).

In accordance with the measures in article 11(3) Rule No 1333 of 29.6.2011 on the procurement procedures of the Council of Europe, the Contracting Authority stipulates that all bids must be sent in sealed envelopes to the Secretary of the Tenders Board. The time-limit for submitting bids is 16:00 pm on 2.2.2018. Hand-delivered bids will not be accepted. Candidates may be excluded if they: I. have been convicted in a final judgment on one or more of the following grounds: involvement in a criminal organisation, corruption, fraud, money laundering; II. are in a state of bankruptcy, liquidation, cessation of activities or judicial settlement or in a preventive scheme of arrangement with creditors or any other similar situation resulting from a procedure of the same nature, or are the subject of a procedure of the same nature; III. have been the subject of a judgment constituting res judicata for an offence concerning their professional conduct or serious professional misconduct; IV. have not fulfilled their obligations relating to the payment of social security contributions or taxes or other duties, pursuant to the legal provisions of the country in which they are established.

Minimum 3 references (full details) for similar services over the last 3 years: e.g. supply of pharmaceutical vials to pharmaceutical industry customers.
Situation économique et financière: Turnover of at least 200 000 EUR excl. VAT per year.
Capacité technique et professionnelle:
Compliance with the article 2.2 of the Technical Specifications must be demonstrated in a technical memorandum and shall be further assessed by examination/testing of samples.
