TERRE is a pilot project set by ENTSO-E for cross-border exchanges of balancing reserves between Transmission System Operators (TSOs). It is one among several initiatives to implement the Electricity Balancing Guideline (network code).
6 European TSOs are directly involved as partners: National Grid (GB), REE (Spain), REN (Portugal), RTE (France), Swiss Grid (Switzerland) and TERNA (Italy). A 7th, ADMIE (Greece), acts as observer.
The short term objective of the TERRE platform is to support exchange of Replacement Reserves (RR) on a regional level. In a subsequent phase, the platform may support also the exchange of manual frequency Restoration Reserves (mFRR).
The TERRE platform shall be capable of gathering in near-realtime all the offers for Replacement Reserves from participating TSOs' local balancing markets and to provide, on a regional level, an optimised allocation of the reserves that will cover the TSOs' imbalance needs.

The optimisation process is the core of the TERRE platform. This component receives the balancing offers, needs and available cross-border capacities, and using the mathematical equations developed by the TSOs, determines the best match of offers to be activated. The module also calculates the marginal price and resulting scheduled flows between the market balance areas.

The supplier of this component shall provide a realisation of the TSOs equations & optimisation rules in its own software package.

This component shall be developed in alignment with the data model and overall platform integration developed under package B2.

Supplier of this package will be responsible for planning and executing UAT, and for planning and facilitating interoperability testing between the platform and external systems. Part of the preliminary phase will be to participate in Factory Acceptance Tests which will be executed and facilitated by suppliers of development work packages B1/B2.

Supplier of this package will assess and validate the automated test suite produced by the supplier(s) of package B1/B2.

Conditions de participation
Habilitation à exercer l'activité professionnelle:

I) The candidate shall provide the following information (eliminatory):

— the company full legal name, address, country, registration number and Dun & Bradstreet (DUNS) number;

— a certificate of incorporation/registration dated within the last 3 months;

— proofs of its legal obligation fulfilment, including social security contributions and payment of taxes;

— a non-bankruptcy declaration;

— if so, the parent company full legal name, address, registration number and DUNS number.

ii) The candidate shall provide as additional information:

— technical and commercial contact details;

— list of relevant offices located in Europe;

— staff turnover rate over the last 3 years;

— details about potential / recent buyouts and mergers.

Situation économique et financière:

I) The candidate shall justify a turnover, over the last 3 financial years, representing at least (eliminatory):

— Package B1 8 000 K EUR;

— Package B2 6 750 K EUR;

— Package C 900 K EUR;

— Package D 900 K EUR;

— Package F 250 K EUR.

If the candidate intends to bid on several packages, the requested turnover shall represent or exceed the overall total.

ii) The candidate shall provide a memorandum of insurance justifying the covered amount by type of damages (eliminatory).

Capacité technique et professionnelle:

For each package the bidder is interested by, a PDF document of maximum 15 pages must be drafted in order to introduce the company (and the consortium if any) as well as the technical capability to meet the package's need, including the following minimum expected content (eliminatory):

i) For development packages (B1 & B2), suppliers are expected to have the following capabilities:

— knowledge of electricity market CIM document standards (ISO-62325-451 series);

— know-how in implementing near-realtime market optimisation or capacity planning functions;

— knowledge and experience of a variety of middleware integration technologies and standards;

— knowledge and experience of communications standards based on web services, AMQP (Advanced Message Queuing Protocol).

ii) For hosting & operation packages (C & D), suppliers are expected to have the following capabilities:

— Tier 3 Data centre operation accredited to ISO 27001:2013 and 50001:2011.

iii) For testing (F):

— knowledge of electricity market CIM document standards (ISO-62325-451 series).

(i) single company;

(ii) a consortium;

(iii) a prime contractor with proposed sub-contractors.

If an applicant is a consortium then the TERRE project members reserve the right to request that the liability for the consortium will be on a joint and several basis.

In the case of a consortium, each of the entities has to submit the documents mentioned above, including details of how they will operate as a consortium.
