Maintenance of the electric structures at sea for the EMF's off-shore wind farms' connection to the public transport network of France

The subject of this market is the achievement of the maintenance at sea of off-shore wind farms' connecting structures. RTE would like to equip itself with cables' storage capacity, detection of faults, and maritime equipment capacity in order to carry out cables preventive and curative maintenance works at sea (lot 1). RTE also would like to contractualize supply and accessories installation (joints and terminations) for 225 KV HVAC subsea cables (synthetic material) and optical cables (lot 2).

This is a contract notice which interested companies have to stand as candidates. No document will be provided after this contract notice (technical specifications,…) All the answers have to be carried out by electronic means. For the lot 1, the tender will be based on a constructive dialogue. Only one successful tenderer is expected per lot. 1 candidate can submit an offer for one or several lots. 1 candidate can be the successful tenderer for the two lots (Lot 3 = Lot 1 + Lot 2). The awarding of the Lot 3 will be the subject of a unique contract. Only for the lot 1: The present publication will allow RTE to assess the suitability of the candidates to take part to the tender on the basis of criterias specified on paragraph III.2). The applications must be sent by electronic mail to the representative specified on paragraph I.1 under the delays specified on paragraph IV.3.4). The tender package will be sent only to the capable candidates further to this market notice. The work will be divided into three main stages: — Stage 1: Initial consultation on the basis of initial functional specifications. This consultation will allow selection of the candidates selected for the following constructive dialogue stage; — Stage 2: General design, which will be the subject of a competition in the form of a constructive dialogue between Rte and the candidate (constructive dialogue); The aim of this stage is to build the final functional specifications. The tender will be based on a constructive dialogue through working groups in the framework of a negotiated procedure with preliminary competition. Number and value of prizes which will be awarded: The candidates will be paid as their workshops progress if they have been deemed to be efficient. Estimated date of the 1st interview: March 2016. The subsequent interviews will be held in April and May 2016. — Stage 3: Selection of the market appointee, following the competitive pitch of the final offers of the candidates on the basis of the final specifications. Brève description:

The lot 1 subject of this contract notice will focus on:

— Availability of a storage place for the equipment repair in the sea;

— Availability of a boat to carry out a troubleshooting or a preventive survey;

— Availability of maritime equipment capacity to carry out 225 kV power cables' repair into the open sea, on the landfalls and on the producer's platform.

The lot 2 subject of this contract notice will focus on:

— Electric and optical subsea cables repair services (225 KV AC + (225 kV AC + FO),

— Services for the location of faults,

— Electric and optical ‘ universal ’ accessories supply services for these repairs (in order to adapt to different cross sections, cables nature).

For information, here are considered cables' characteristics:

— Cables' sections vary from 630 to 2 500 mm

— Outside diameters vary from 230 to 280 mm,

— Cables' weight vary from 80 to 135 kg/ml for air weight and from 45 à 90 kg/ml for water weight,

— Static radius of curvature (minimum) vary from 2 m to 3,5 m,

— For the laying the radius of curvature have to be between 3 m and 4,6 m,

— The maximum tensile stress vary from 13 to 43 tonnes.

Finally our first studies bring to consider cables' repair lengths between 1 000 m and 2 500 m.

Only for the lot 1: the documents and certificates listed below must be drafted in the French language or be accompanied by a translation in French certified by a sworn translator.

The candidate must submit with its application to participate:

Candidate established in France:

— An extract of registration in the commercial register (K bis form), or identification card proving registration in the trades directory (original or copy), issued within 3 months of the response deadline; or a receipt of the filing declaration at a business formalities' centre for natural or legal persons undergoing the registration process.

Candidate established outside of France:

— a document issued by the authorities keeping the professional register or an equivalent document certifying this registration or, for companies being created, a document of less than 3 months old from the authority empowered to receive the registration in the business register and certifying the registration request in the said register;

For all candidates:

Situation économique et financière:

Only for the lot 1:

Each candidate has to:

— Prove he has a turnover higher than 24 000 000 EUR at least for the last 3 years' turnover (2012, 2013 and 2014). He has to provide the turnover's evolution for the last 3 years (2012, 2013 and 2014), and the annual accounts;

— Provide the turnover share corresponding to the market activity in question for the last 3 years (2012, 2013 and 2014);

— Provide a brief history of your company (with, in particular the date of its creation);

— Present itself under a legal form which allows clearly evaluation of its equipments, its organization and shared responsibilities.

— If the candidate is a subsidiary or a member of a group, all the details about the group's structure have to be provided.

Capacité technique et professionnelle:

The candidate will take into account the considered cables' characteristics.

For each criterion (excluding n°1), the candidate will submit recent references linked to works on infrastructures located at sea.

1. Equipment storage. The candidate has to prove his capacity to: make a storage site available for cables close to a marine dock which the candidate ensures the management and the handling of subsea cables and accessories.

2. Preventive maintenance services (surveys). The candidate has to prove his capacity to carry out a geophysical study (survey) in order to control the construction's positioning, its burying depth and the integrity of the installation.

3. Supply of the necessary maritime equipments to help RTE to locate the fault. The candidate has to prove his capacity to mobilise a boat to carry out a troubleshooting. The candidate has also to prove his capacity to order images of the sea bed with an appropriate equipment (video, pictures, tape recorder, divers, ROV,…) (UXO and damage surveys).

4. Maritine equipment availability for power cables' repair. The candidate has to prove his capacity to mobilise a marine fleet for the power cables' repair into the open sea or on the landfall. Give the list of the fleets your company ownes to repair such a cable or the subcontractors your company would consider to work with.

5. Power cable repair services. The candidate has to prove his capacity to:

5.1 coordinate cable repair maritime operations (studies, realisation);

5.2 cut the damaged power cable (or equivalent);

5.3 pick the power cable (or equivalent) up in order to repair it;

5.4 bury/riprap and un-bury/un-riprap the power cable (or equivalent) on the sea bed.

In the event of a group of economic operators submitting an acceptable offer, it will be necessary to provide an undertaking that each company or firm will be jointly and severally liable in performing any works under the proposed framework agreements.

In case of application as a grouping, all the files requested on III.2) must be provided for each of the members.
