Savoie-Piemont HVDC interconnexion: link for the french side of the safety gallery of the Frejus tunnel

The relevant contract shall govern the link for the french side of the HVDC Italy-France interconnection inside the safety gallery of the Frejus tunnel:
About 8 km of link in french side: the design, supply, assembly, laying/installation, civil works (outside the safety gallery) and testing of cables and accessories (joints, terminations, etc.) and the fiber optic cables systems, as well as emergency repair on faults (survey, search, detection and repair), due to internal or external causes or third party action, for 10 years.
Participation in the tender is subject to a preliminary qualification of suppliers in order to prove their capability to carry on prequalification tests and type tests as set forth in the specification "Piemont – Savoie HVDC link cable specification rev. 03 RVAR10001CCC00001 / NT-IMR-CNER-DL-LS-10-00088" available on demand.
Qualification tests will have the following schedule: pre-qualification tests (paragraph 7.2 of the cable specification document) and type tests (paragraph 7.3 of the cable specification document): to be completed at the time of awarding as set forth in the specification "Piemont – Savoie HVDC link cable specification rev. 03 RVAR10001CCC00001 / NT-IMR-CNER-DLLS-10-00088".
Qualifying the cable system and answering the tender, the supplier is committed to install the cable system that has been qualified.
Anyone foreseen modification of the cable system during the preliminary qualification process or during the tender or after the awarding must be presented with sufficient notice and will lead to additional qualification tests.
Validation of tests via a final report by the independent surveyor must be issued by awarding.
The execution of the work is foreseen between January and March 2014 in the safety gallery, and until October 2014 outside the gallery.

Habilitation à exercer l'activité professionnelle:

Documentation and certification required have to be done in french or english. Failure in providing the required documents will result in exclusion of the application.

A) A registration extract from the register of commerce and companies (K-Bis extract) or equivalent document;

B) A copy of the candidate's insurance certificates stating the activities covered, the sums covered and theperiod of validity, as well as a certificate proving payment of the premiums (civil liability, 10-year guarantees andadditional guarantees, etc.) covering the candidate's professional risks with respect to the contract that is the object of this call for tender;

C) A copy of criminal extract of record of a director;

D) A certificate which proves that the candidate is not in suspension of payment or bankruptcy;

E) To be UNI EN ISO 9001:2008 certified. The certificate has to be still valid at the moment of the application presentation;

F) Availability of Europe-based company’s after sale organization or commitment to set it up, if not already available upon contract awarding and within 60 days from it. The European headquarter has to be providedof technical and commercial office and of specific organization capable to guarantee an adequate after sale service;

G) The Europe-based headquarter and the after sale organization must comply with following requirements:

— to be capable to ensure the order management,

— availability of french-speaking personnel, capable to deal with RTE technical personnel in connection with technical issues concerning the supplied materials/equipment/component and relevant working operation,

— to be capable to intervene on-call within 24 hrs in case of supplied materials/equipment/component fault to start up any necessary restoring activities,

— in case of not-reparable material, to be capable to implement replacement, within 48 hrs from fault-finding, by means of stocks and/or spare parts availability,

— to guarantee technical advice concerning fault diagnosis, also with reference with those occurring in the system they are placed in and that might result there referable,

— to guarantee the assistance above mentioned also in case of modifications, full or partial, concerning the manufacturing of the supplied materials/equipment/component (manufacturing termination, replacement, grade of compatibility with the new item compared with previous production, spare parts availability for out-ofproduction materials/equipment/component),

— to be capable to report materials/equipment/component essentials that might lead to immediate check up aimed to fault prevention diagnosis,

— to guarantee the spare parts availability with 48 hrs from RTE request, either through own organization or by means of existing agreements with carrier,

— to have adopted environment protection procedure,

— to have adopted workers risk management and prevention procedure.

H) Commitment to supply spare parts for at least 30 years after commissioning,

I) Commitment to execute laying and installation activities and civil works on the french side by means of companies qualified in RTE qualification system for civil work of underground lines n° 2011/S 102-167706",

J) Availability, at the date of the tender deadline, of staff, technical and financial means and resources, granting

The stated requirements.

In case of joint venture or consortium, declaration has to be submitted by the leader member, undersigned by allof the other members and must enclose a document stating the composition, the name of the leader member, each of the members assignment and liabilities as well as the statement undersigned by the leader member taking the full liability of the whole contract towards the contracting entities.

In case of a joint venture or consortium the following applies:

— terms and requirements requested in section III, par. 2.1, points…

… a), c), d), e), i) and j) must be owned and declared by each of the companies part of the joint venture,

… b) and from f) to h) must be owned anddeclared by leader member.

Applicants having successfully applied to the contract notice 2011/S 137-228325 are exempted from submitting documentation as in section III.2.1, but must present a declaration confirming the effectiveness of documentation already submitted if no variations have occurred.

Situation économique et financière:

a) Bank references issued by at least 2 banks;

b) A copy of the balance sheets and profit and loss accounts, with their appendices, for the last 3 financial years;

c) If the candidate is in a situation of judicial settlement, a copy of the corresponding ruling or rulings;

d) Document certifying the regularity of the social security situation of the co-contractor in view of Regulation (EEC) No. 1408/71 of 14 June 1971 or an international social security agreement, or, if not, a certificate of supply of social security declarations issued by national social protection agency responsible for recovery of social security contributions incumbent upon the co-contractor: certificate must have current validity at the date of tender deadline;

e) Turnovers on cable supply for the last 3 financial years (i.e., 2009-2010-2011);

Applicants having successfully applied to the Contract Notice 2011/S 137-228325 are exempted from submitting documentation as in section III.2.2, but must present a declaration confirming the effectiveness of documentation already submitted if no variations have occurred.

Capacité technique et professionnelle:

For the cable suppliers members:

a) to be the manufacturer of cable and accessories (joints, terminations, etc) supplied in connection with the present Contract Notice as well as an on-site installer (joints and terminations);

b) to have designed, manufactured and installed extruded insulation cables and accessories (joints, terminations, etc) with a rated voltage equal or higher than 400 kV AC;

c) details demonstrating their expertise and previous relevant experience including a detailed list of projects of similar nature (design and build cable for High Voltage Direct Current Link) completed over the last 10 years.

This must include details of current and recent contracts held of relevance to these areas, these details must include client names and location of the projects, contract start and end dates, scope of contracts and indicative values. The contracting entity reserves the right to enquire about previous experiences;

d) to undertake and carry out the qualification tests in line with the "Piemont – Savoie HVDC link cable specification rev.03 RVAR10001CCC00001 / NT-IMR-CNER-DL-LS-10-00088" under the surveillance of an independent body accredited according to EN 45011 (1998) or ISO/IEC 65 (1996). Previously performed prequalification tests in line with CIGRE TB219 (2003) on cable voltage level equal or higher 320 kV and with a cross section of aluminium conductor not less than 2 000 mm2 will be evaluated by the contracting entity;

e) to have appropriate capacities of design, manufacturing and laying of the cable system, according to preliminary planning indicated in the contract notice;

f) to provide the following information and documentation:

— copy of "Piemont – Savoie HVDC link cable specification rev.03 RVAR10001CCC00001 / NT-IMR-CNERDLLS-10-00088" countersigned for acceptance,

— name of laboratory where the tests will take place, complete of relevant documents (i.e., certification for the availability of laboratory to perform the tests),

— binding time-schedule of qualification tests tracking the cable loop set-up work progress within the chosen laboratory,

— commitment to supply the qualification tests working progress on monthly basis as per submitted time schedule.

g) to provide the following information and documentation:

— documents attesting that manufacturers have performed development tests on materials and cable in extruded XLPE compounds for HVDC applications,

— reports relevant to prequalification tests already performed, if any,

— cable loop technical characteristics and implementation rules,

— answer to "space charges" questionnaire (Appendix E of the cable specification document),

— fill up the "data sheets" (Appendix C of the cable specification document),

— provide the "documentation to submit with the offer" (Appendix D of the cable specification document).

Applicants having successfully applied to the Contract Notice 2011/S 137-228325 are exempted from submitting documentation as in section III.2.3, but must present a declaration confirming the effectiveness of documentation already submitted if no variations have occurred.
