CNIEL (Centre national interprofessionnel de l'economie laitière)

Conduct an evaluation study on a communication campaign led by the dairy interprofession on the quality cheeses of Europe (mainly French cheeses) in Japan. The selected candidate will report to the coordinator of the present invitation to tender: CNIEL France. The duration of present invitation to tender should be for 3 years. However, it will be renewed every twelve months (after the end of year one and the end of year two) only if the following condition are met:
1. If the European Union renews its financial partnership with CNIEL
2. If the milk farmers and the dairy industry renew the obligatory levies/contributions they pay to CNIEL.

A declaration concerning the name and capacity of the person authorized to commit the agency and, where appropriate, the mandate entitling him to do so.
2. A certificate of incorporation, if applicable
3. A certificate of good standing delivered by the Secretary of State Incorporation
4. An affidavit, duly signed and dated by the person mandated by the board of directors to commit the agency, certifying that:
— The company is in goood standing and has duly paid for all federal, state and local taxes,
— The company has never filed for banckruptcy or protection from creditors under the bankruptcy laws,
— The company has never been barred from any public tendering by any public authority.
5. The professional references of the candidate for the 3 last years (pasts references
6. A portfolio of past similar evaluations led by the candidate
7. An extract of financial statements (profit and loss) for the last 3 years
8. The federal income tax return (without annexes) for the last 3 years
9. Copy of any sentences passed if the candidate is under supervision of the courts. persons coming out under court supervision with the meaning of Article L631-1 of the Code of Commerce or an equivalent procedure governed by foreign law must furnish proof of their authorization to continue their activity during the forestable duration for completion of the contract

10. References related to the number of staff, the agency's financial resources for the last 3 years.
Situation économique et financière: The professional references of the candidate full application dossier.
Niveau(x) minimal/minimaux de normes:
Furnish a booklet or brochure presenting the candaidate's firm/ cabinet and indicating its ressources in terms of structure, staff and ressources.
Capacité technique et professionnelle:
The candidate must provide similar surveys conducted in Japan for the past 3 years.
Exécution du marché
Principales conditions de financement et modalités de paiement et/ou référence aux dispositions pertinentes qui les régissent:
A 50 % advance will be granted to the selected candidate upon beginning of the evaluation work and 50 % when the results of the evaluation are remitted. Payment to the selected candidate will be made by the Cniel upon presentation of bills that will include all justifications of expenses made by the selected candidate. CNIEL will pay bills at 30 days from date of billing by the selected candidate. All bills and invoices have to be sent to Cniel by air post only. Bills sent by email will not honored.
