Candidates must send their request to obtain the campaign's brief and the official procedures related to the present invitation to tender, no later than 20.8.2012, by 13:00, via email, to: bcoudray@cniel.com; to dnavarro@cniel.com and to: claporte@cniel.com simultaneously.
CNIEL will inform all candidates of the Evaluation Committee's decision on the 17th of september as to which candidates are preselected and which are not. The preselected candidates will have to come to Moscow or to St. Petersburg, on September 21.9.2012, to give an oral presentation of their recommandation to an Evaluation Committee on their own expense.
Please note that obtaining a visa to Russia is lenghy, therefore it is strongly advised for candidates to start visa procedures as early as possible in case they are preselected.

Habilitation à exercer l'activité professionnelle:
1. A declaration concerning the name and capacity of the person authorized to commit the agency and, where appropriate, the mandate entitling him to do so.
2. A certificate of incorporation, if applicable.
3. A certificate of good standing delivered by the Secretary of State of Incorporation.
4. An affidavit, duly signed and dated by the person mandated by the board of directors to commit the agency certifying that:
— the company is in good standing and has duly paid all federal, state and local taxes,
— the company has never filed for bankruptcy or protection from creditors under the bankruptcy laws,
— the company has never been barred from any public tendering by any public authority.
5. The professional references of the candidate for the last 3 years in the field of communication, press and public relations campaigns, media buying space including but not limited to food products, whether branded or not.
6. A portfolio of past similar campaigns led by the candidate or a website address where such campaigns may be available
7. An extract of financial statements (profit and loss) for the last 3 years.
8. The federal income tax return (without annexes) for the last 3 years.
9. Copy of any sentence(s) passed if the candidate is under supervision of the courts. Persons coming out under court supervision with the meaning of Article L 631-1 of the Code of Commerce or an equivalent procedure governed by foreign law must furnish proof of their authorization to continue their activity during the foreseeable duration for completion of the contract.

Candidates must furnish a booklet or brochure presenting the agency and indicating its resources in terms of structure, staff and financial resources.
Capacité technique et professionnelle:
For Lot N° 1:
Expertise in creating and designing a campaign logo;
Expertise in designing and implementing a website.
Expertise in designing and implementing media ads (print and / web).
Implementing Public Relations / Press activities.
For Lot N° 2:
Expertise in buying space and perfect knowledge of the media that will reach the campaign's objectives at best.
For both lots:
Very good knowledge of the food industry and more specifically, dairy products.
Very good knowledge of the professional constituents involved in food industry.
Expertise in food communication as well as a perfect knowledge of the Russian press.

The contract is financed by CNIEL and by the French Authority represented by FranceAgriMer.
Payment Conditions For Lot N° 1:
Payments will be made to the selected candidate in the following manner:
40 % at the time of the contract's signature and upon receipt of the selected candidate's bill.
— 40 % on 1.12.2012, upon receipt of the selected candidate's bill, accompanied by all invoices of expenses made by the selected candidate or by its outsourcers, paid with the second 40 % advance,
— 20 % at the end of the contract's date accompanied by all invoices of expenses made by the selected candidate or by its outsourcers, paid with the second 40 % advance.
An assessment will be included with each bill and on each action that took place.
It is important to note that the second and third payments will not be paid to the selected candidate if invoices for all expenses made are not sent to CNIEL.
CNIEL pays bills at 30 days from date of billing by the selected candidate.
All bills and invoices have to be sent to CNIEL by air post only. Bills sent via email will not be honored.
Payment Conditions For Lot N° 2:
— payments will be made to the buying space agency as soon as they receive invoices from all media in which cheeses of France will communicate.
Shoud the candidate's expertise allow him to buy advertising space, payments will be made in the same conditions as for Lot N° 1.
As for Lot N° 1, each bill must include all invoices form all media.
Candidates may apply for Lot N° 1 only, or for Lot N° 2 only or for both Lots.
For each lot, candidates must have their office headquarters, a branch or an affiliate in Moscow or in St. Petersburg.
The selected Candidate and its colleagues who will implement the campaign must be totally bilingual in the French / Russian or in the English / Russian languages.
