RTE-TERNA HVDC interconnexion between France and Italy: converter stations

RTE and TERNA will jointly manage the Savoie-Piémont project.
This project aims at building a HVDC underground interconnection between a French station located in Savoie (Grand-île) and an Italian station located in Piedmont (Piossasco).
The contracts that will be awarded as precised below contain the detailed design including buildings, engineering, procurement, manufacture, test, installation, civil works, maintenance and commissioning of 2 HVDC-VSC converter stations, with a transmission capacity of 2x600 MW, ± 320 kV, in a double balanced bipolar configuration, to be installed one in Grande Ile (France) and one in Piossasco (Italy).
Each station is composed by two separated and independent terminals of 600 MW each, using IGBT (Insulated Gate Bipolar Transistor) converters.
Each 600 MW terminal will be linked by 2 XLPE insulated underground cables ± 320 kV (4 cables for the whole interconnection).
The ability to supply/consume dynamic reactive power with the grid, with and without the DC links in operation, is requested.
The ability to perform power reversal without polarity reversal is requested.
Penalties on exceeding losses will be applied in the contracts.
Moreover, for the 2 stations, an architectural quality and a sustainable design and environmental performances are expected.
RTE and TERNA envisage to put into service the new interconnection by 2017.
Tender proceedings will be carried out by RTE.
The tender will be awarded by means of separate contracts having as contracting entity:
— RTE for the HVDC converter station on the French site where the applicable law will be the French one,
— TERNA SpA for the HVDC converter station on the Italian site where the applicable law will be the Italian one.

Brève description:

Habilitation à exercer l'activité professionnelle:

Documentation and certification required have to be done in English. In case of original documentation in other languages, translation into English, legally certified by national diplomatic authorities or consulates, must be submitted. Failure in providing the required documents will result in exclusion of the application.

a/ A registration extract from the Register of Commerce and Companies (KBis extract) or equivalent document;

b/ A copy of the Candidate's insurance certificates stating the activities covered, the sums covered and the period of validity, as well as a certificate proving payment of the premiums (civil liability, 10-year guarantees and additional guarantees, etc.) covering the candidate's professional risks with respect to the contract that is the object of this call for tender;

c/ A copy of criminal extract of record of a director;

d/ A certificate which proves that the candidate is not in suspension of payment or bankruptcy;

e) To be UNI EN ISO 9001:2008 certified. The certificate has to be still valid at the moment of the application presentation;

f) To be UNI EN ISO 14001 certified. The certificate has to be still valid at the moment of the application presentation;

g) Availability of Europe-based company’s after sale organization or commitment to set it up, if not already available upon contract awarding and within 60 days from it. The European headquarter has to be provided of technical and commercial office and of specific organization capable to guarantee an adequate after sale service;

h) The Europe-based headquarter and the after sale organization must comply with following requirements:

— to be capable to ensure the order management,

— availability of Italian-speaking personnel and French-speaking personnel, capable to deal respectively with TERNA and RTE technical personnel in connection with technical issues concerning the supplied materials/equipment/component and relevant working operation under the revelant contracts in accordance with section VI.3,

— to be capable to intervene on-call within 24 hrs in case of supplied materials/equipment/component fault to start up any necessary restoring activities,

— in case of not-reparable material, to be capable to implement replacement, within 48 hrs from fault-finding, by means of stocks and/or spare parts availability,

— to guarantee technical advice concerning fault diagnosis, also with reference with those occurring in the system they are placed in and that might result there referable,

— to guarantee the assistance above mentioned also in case of modifications, full or partial, concerning the manufacturing of the supplied materials/equipment/component (manufacturing termination, replacement, grade of compatibility with the new item compared with previous production, spare parts availability for out-of production materials/equipment/component),

— to be capable to report materials/equipment/component essentials that might lead to immediate check up aimed to fault prevention diagnosis,

— to guarantee the spare parts availability with 48 hrs from TERNA or RTE request, either through own organization or by means of existing agreements with carrier,

— to have adopted environment protection procedure,

— to have adopted workers risk management and prevention procedure.

i) Commitment to be able to supply spare parts for at least 25 years after the end of commissioning.

In case of joint venture or consortium, declaration has to be submitted by the leader member, undersigned by all of the other members and must enclose a document stating the composition, the name of the leader member, each of the members assignment and liabilities as well as the statement undersigned by the leader member taking the full liability of the whole contract towards the contracting entities.

In case of a joint venture or consortium the following applies:

a. terms and requirements requested in section III, par. 2.1, points a), c), d) and e) must be owned and declared by each of the companies part of the joint venture;

b. terms and requirements requested in section III, par. 2.1, points b) and from f) to i) must be owned and declared by leader member.

Situation économique et financière:

a) Bank references issued by at least 2 banks;

b) Declaration of availability to set – in case of award – performance bond as in Sect. III point 1.1 issued by a bank having the same characteristics as in Sect. III.1.1;

c) A copy of the balance sheets and profit and loss accounts, with their appendices, for the last 3 financial years;

d) A copy of the annual report for the last 3 financial years;

e) Global turnover of the group, of the last 3 years, of minimum amount of 200 000 000 EUR;

f) If the candidate is in a situation of judicial settlement, a copy of the corresponding ruling or rulings;

g) A document certifying the regularity of the social security situation of the co-contractor in view of regulation (EEC) no. 1408/71 of 14.6.1971 or an international social security agreement, or, if not, a certificate of supply of social security declarations issued by the French social protection agency responsible for recovery of social security contributions incumbent upon the co-contractor and dating from less than 6 months ago;

h) Turnovers on this product for the last 3 financial years;

i) Global turnover of the group, of the last 3 years, referred to HVDC converter station business segment realized in turn-key execution, of minimum amount of 50 000 000 EUR;

j) If the candidate is a subsidiary company or a member of a group or consortium, full details of the group structure are required, including details of who would provide a parent company guarantee.

In case of a joint venture or consortium the following applies:

a. terms and requirements requested in section III, par. 2.2, points a), c), d), f), g) must be owned and declared by each of the companies part of the joint venture;

b. terms and requirements requested in section III, par. 2.2, points b), e) and from h) to j) must be owned and declared by leader member.

Capacité technique et professionnelle:

Here follows the list of information and formalities necessary to assess the compliancy with the here below specified requirements. Any failure to comply will result in exclusion of the application.

a) Commitment for the supply of components/materials and work performances according to the technical specifications of RTE and TERNA and commitment for the provision of all the relative certifications, tests reports and everything requested by RTE and/or TERNA with the detail indication of the manufacturing plants and manufacturing line procedures for the main components, that will be used for the supply subject of this contract notice;

b) Technical capacity required:

i. Details demonstrating the candidate's expertise and previous relevant experience, including a detailed list of all the designed, built and commissioned plants, in projects of similar nature (i.e. line commutated (LCC) or voltage source converter (VSC) technology), with at least one application with a rated voltage equal or higher than 110 kV and a rated power equal or higher than 300 MW, completed in the last 10 years.

These works shall regard HVDC converter plants designed, built and commissioned with own personnel and tools, as well as submitted, with positive result, to all the tests foreseen by the standards in force and that result, at the expiration date of the present contract notice, in correct and satisfying operation.

In order to prove what has been declared, it shall be presented, with the participation request, appropriate and exhaustive documentation that points out the HVDC plants engineering, realization and commissioning capability, as well as a detailed list of the HVDC plants, realized during the last 10 years furnished with the purchasers order assignment declarations reporting the good result of the commission and operation; the list shall report all the realizations, grouped for year, with the date and the contract reference number, the purchaser indication, the delivery sites and plants, the voltage rate, the rated power, the realization schedule (start date and commercial operation date), type and characteristics of the converter stations, a detailed list and characteristics of all the equipment/tools/devices/components used for each Station;

ii. Details demonstrating the candidate's expertise and previews relevant experience in the design, building, testing and operation of voltage sourced converter transmission systems, with at least one application with a rated power higher than 20 MW. These works shall regard HVDC-VSC converter systems designed, built and commissioned with own personnel and tools, as well as submitted, with positive result, to all the tests foreseen by the standards in force and that result, at the expiration date of the present contract notice, in correct and satisfying operation.

In order to prove what has been declared, it shall be presented, with the participation request, appropriate and exhaustive documentation that points out the HVDC plant engineering, realization and commissioning capability, as well as a detailed list of the HVDC systems, furnished, if applicable, with the purchasers order assignment declaration, reporting the good result of the commission; the list shall report all the realizations, grouped for year, with the date and the contract reference number, the purchaser indication (if applicable), the delivery sites and plants, the voltage rate, the rated power, the realization schedule (start date and commercial operation date), type and characteristics of the converter stations, a detailed list and characteristics of all the equipment/tools/devices/components used for each system.

Both conditions i) and ii) shall be satisfied by the candidate.

c) Commitment and details demonstrating that the candidate has the sufficient and adequate personnel, infrastructures and investment ability for design, manufacturing and testing activities and to lead the realization of the project, including the design and realization of the civil works, with reference to the technical requirements of point II.1.5. and according to the preliminary planning reported in point II.3 of this contract notice. In particular the candidate has to give a detailed indication of all the components manufacturing plants that will be involved by the present order;

d) Commitment to involve specialists and architects for the design and realization of the converter stations of this interconnection in order to coherently deal with architectural and environmental constraints. Moreover the candidate, that has already made previous projects of stations designed with an architect, shall provide details of previous projects of stations designed with an architect regarding the name of the architects, the location and pictures of their converter stations. The candidate shall describe for each project what were the architectural constraints: environmental issues, design issues regarding other buildings already in the place, etc. For each case the candidate shall explain how the architect has been chosen: by the candidate, by a competition, by the customer, etc.;

e) With reference to point III.2.3.b.ii, commitment, in case the candidate has not yet built a VSC based transmission plant but only a VSC demonstrator, to provide a certificate, witnessed by a third independent body (EN 45011:1998 ISO/IEC 65:1996), containing the declaration of good commissioning results of the demonstrator as far as the proof of transmission of the maximum rated active power. This certificate shall be provided in the presentation of the offer.

Moreover, within the presentation of the application, the candidates has to present the employed/intended to be employed third independent body for this qualification phase, giving evidence of the respect of the over mentioned requirements.

In case of a joint venture or consortium the following applies:

a. terms and requirements requested in section III, par. 2.3, points a) must be owned and declared by each of the companies part of the joint venture;

b. terms and requirements requested in section III, par. 2.3, points from b) to e) must be owned and declared by leader member.

Exécution du marché
Dépôts et garanties exigés:

In the request for offer a bid bond will be requested for a amount of 2 500 000,00 EUR valid up until 400 days following the time limit for the receipt of tenders, exclusively by means of letter of guarantee issued by a bank also including bank commitment to extend duration, upon Contracting Entity request, if, by expiration date, awarding has not occurred yet.

Upon contracts award, the performance bond will be required as follows:

— Contract issued by Terna SpA as contracting entity: performance bond for an amount of 10 % of the contract total value valid up to guarantee expiry, exclusively by means of letter of guarantee issued by a bank listed as set forth in article 13 of Italian Legislative decree n. 385/1993 and authorized to guarantees and commitments and must have a long term rating no less than BBB/Baa2 by Fitch - S&P and/or Moody Investor Service respectively with long term outlook stable,

— Contract issued by RTE Gestionnaire du Reseau de Transport d'Electricité as contracting entity: performance bond for an amount of 5 % of the contract total value valid up to guarantee expiry, exclusively by means of letter of guarantee issued by a bank.

The above contracts will be regulated according to the national law where the revelant contracting entity is located.

Payment will be at milestones achievement according to the tender enquiry documents.

In case the candidates will apply in joint venture or consortium basis, this will need to have been validated by the contracting entities, and have to be composed on a joint and several liability basis in order to satisfy the client's requirement for the project to be built on a single engineering, procurement and installation basis.
