This OJEU notice cancels and replaces the previous OJEU notice reference 2010-S 207-316624 published in October 2010. Contracts are intended to be notified to one to two supplier(s) with one English contract (covering UK projects and options) and one French contract (covering Penly project). Consequently, the suppliers should mention from the RFI stage on wich lot(s) the intend to tender. As described below, the RFI is available on the Procurement Portal. Awarding rules will be defined in the coming Invitation To Tender. The effective realisation of the work, object of the present contract notice, will be subjected to the good outcome of the procedures of corresponding governmental and administrative authorisations, in UK and in France, and to the decision of EDF executive committee. We inform you that EDF Procurement Direction decided to generalise the practice of electronic call for bids (e-tenders) and opened the EDF Procurement Portal (Portail Achats). This concerns the publishing on-line on an internet platform of all elements of the call for bids. Consulted suppliers are invited to publish their technical and financial offer on this platform. The objective of this evolution is to improve the productivity and the ability to react as well in EDF Procurement Direction as by the suppliers, while bringing additional guarantees in terms of equity of treatment, traceability and of confidentiality of the exchanges. For this goal, we invite you to become known from the buyers of the Procurement Direction by registering your company on the site of the Procurement Portal (www.portail-achats.edf.com). For registering you will have to fulfil: — company data, — the details of account administrator. We draw your attention on the importance of the account administrator. To be selected for the invitation to tender, the candidates shall answer and submit a pre-qualification questionnaire (PQQ), which is available on the portail achats website (www.portail-achats.edf.com) as an attachement in request for information (rfi_53158).

This questionnaire will be analysed by EDF to assess the capabilities of potential bidders and select them for the ITT.
However, the candidates who have already submitted PQQ to the OJEU notice reference 2010/S 207-316624 (published the 23.10.2010 and concerning the same material - chiller units for PE/UK EPR projects) do not have to submit again all the documentation. They have to register on portail achats and show their interest by answering to questions of the rfi_53158 and send additional information if needed for the present notice.

4) Candidates who, on 31
In order to justify he is not in one of the positions listed above, the candidate must provide a dated and signed certificate on the honour. These conditions apply to candidates and to each member of a candidate grouping.
Situation économique et financière:
The tenderer shall provide the last three financial results and income statements (for French companies, the tax bundle including at least the financial result pages 1 and 2, the income statement pages 3 and 4 and the appendices page 5, 8 and 11).
Depending on the lots he wants to tender, the tenderer shall have a turnover amounting at least 15 000 000 EUR for Penly lot or UK lot and at least 30 000 000 EUR for 2 lots (Penly and UK), for each of the last 3 years.
Capacité technique et professionnelle:
The following information and formalities are necessary for evaluating if the requirements are met (if applicable):
1) demonstrate your capability in manufacturing/assembling chiller units:
— air cooled and water cooled chiller units,
— cooling power from 300 to 3000 kW.
For example by presenting recent experiences and providing information here below:
— scope of works and contract references,
— nature and volume of the works, capacities and characteristics of the installed chiller units,
— details of project scheduling (of studies, manufacturing, delivery, installation, etc...),
— customer details (name and phone number),
— specify/highlight in house realised part of the project and information concerning the subcontracted part of the scope of works.
These experiences should be dated less than 4 years.
2) provide your manufacturing capabilities, depending on the lots the tendered wants to tender:
— for 10 chiller units in a year for Penly lot or UK lot,
— for 20 chiller units in a year for Penly lot and UK lot.
3) provide your design capabilities for 10 chiller units in a year.
4) demonstrate your ability to design or to sub-contract design (studies, calulation, test...) in accordance with the standards and codes in force for UK&PY3 chiller units (for example, RRC-M, RRC-E, NF EN 13445, NF EN 378...)
5) demonstrate your ability to qualify or to sub-contract qualification studies meeting the RCC-E requirements for the electrical and I&C parts of UK&PY3 chiller units
6) demonstrate your ability to do or to sub-contract erection of the chiller units, in France and/or in UK
7) ISO 9001 and ISO 14001 (or equivalent management system).
Provide approved and valid certificates.
8) to be able to communicate written and spoken in the French and the English languages.
Exécution du marché
Dépôts et garanties exigés: Bond and guarantees shall be required and will be detailed in the ITT.

Grouping of economic operators can be considered. Their capabilities and references will be cumulated to be analysed. Each operator will have to justify its legal and economical status.
Candidates may be either single companies or consortium.
In case the candidate is a consortium / joint venture, a copy of memorandum of understanding or the contract of consortium / joint venture has to be presented. The form of the consortium / joint venture shall be joint and several.
