The SFCTF includes 2 parts: — The fixed equipments: rails and lateral guiding rails, docking flange of the penetration, biological lid handling station, manoeuvring system for the upper cover of the penetration, — The mobile part: the spent fuel cask transfer machine (trolley). Contracts (for all lots - i.e. UK and Penly) are intented to be notified to a unique supplier (i.e. only one supplier for all lots) with one English agreement (covering UK projects and associated options) and one French agreement (covering Penly project and options). However EDF is entitled to award contracts to several suppliers (i.e. one supplier per lot).
The effective realization of the works, object of the present notice, will be subject to the good outcome of the procedures of corresponding gouvernemental and administrative authorizations, in UK and in France, and to the decision of EDF executive committee.

In order to justify he is not in one of the positions listed above, the candidate must provide a dated and signed certificate on the honour. These conditions apply to candidates and to each member of a candidate grouping.
The tenderer shall provide the last 3 financial results and income statements (for French companies, the tax bundle including at least the financial result pages 1 and 2, the income statement pages 3 and 4 and the appendices page 5, 8 and 11). The tenderer shall have a turnover amounting at least 15 000 000 EUR for each of the last 2 years. The tenderer must be able to provide a parent company guarantee if he is not compliant with all these requirements.

The following information and formalities are necessary for evaluating if the requirements are met (if applicable):
1) The applicant should demonstrate its capability, for example by presenting recent experiences in manufacturing for nuclear spent fuel cask transfer facility - more than 100 t on tailways (trolley), including by providing information here below:
— scope of works and contract references,
— nature and volume of the works, capacities and characteristics of the installed trolleys,
— specify/highlight in house realised part of the project and information concerning the subcontracted part of the scope of works.
If you demonstrate your capability by presenting experiences, these experiences should not be dated less than 5 years.
2) To provide its manufacturing capabilities for 2 SFCTFs simultaneously;
3) To demonstrate its in house or subcontracted capacities for the following topics:
— welding capacities,
— handling capacities,
— manufacturing personnel (number of experienced workers, qualification, etc...).
4) To demonstrate its ability to design studies meeting the specific requirements of the UK&PY3 spend fuel cask transfer facility: handling calculation following KTA requirements seismic calculations;
5) To demonstrate its capability in design, supply, installation, commissioning on material and system that follow complex processes and that moves on railways. These demonstrations will need to concern systems that handle nuclear fuel charges heavier than 100 tons and including instrumentation & control;

Nota: if all the above mentioned capabilities are not in house, the company should demonstrate the capacity of its subcontractors and/or partners. This nota does not apply to criteria relating to design.
Candidates may be either single companies or consortium.
In case the candidate is a consortium / joint venture, a copy of the memorandum of understanding or the contract of consortium / joint venture has to be included. The form of the consortium / joint venture shall be joint and several (solidaire).
