Consultancy services related to Oracle software initially for EDF's Commercial Branch, potentially extendable to other departments

EDF SA

Context.
To develop and maintain applications, EDF's IT department integrates, among others, several software applications from the Oracle company.
These software packages are major components of the main projects of EDF SA Commercial Branch.
To ensure the highest level of quality and efficiency, in addition to the consultancy already contracted with Oracle, EDF needs to identify specific third-party expertise and consultancy.
Technical scope.
The technical scope is defined by expertise for overall software packages from Oracle (especially Oracle Utilities product line) used in the EDF SA Commercial Branch IT department.
The main software packages used or proposed to date are:
— Customer Care & Billing (CC&B),
— SIEBEL,
— LODESTAR (Oracle LPS),
— Siebel Dynamic Pricer (SDP),
— Quotation Management (QM).
In addition, the scope could be extended to software packages related to future needs of the EDF SA Commercial Branch IT department, such as:
— OBIEE,
— Application Integration Architecture (AIA),
— Meter Data Management (MDM).
The present contract notice is not intended to prepare a contract replacing the contract on use, maintenance and support for software packages or the contract with the Oracle company but is a complementary contract.
Missions - examples.
Each mission is planned with EDF SA, to cover a specific need, described in a specification document.
These missions include, for example (and not limited to) the following:
— advice on development and technical choices ("best practices", ...) and functional (process in place, performance impacts, ...),
— prototyping, evaluation, needs assessment, benchmark, pre-study, opportunity study,
— council to validate software architecture modeling project,
— design, physical architecture consulting (including sizing),
— validation of a customization of the software,
— implementation, configuration and tuning,
— establishment of a new technical process (for example implementation of real time interfaces via "web services"),
— query optimization and performance,
— support of deployment,
— audit of code / script or software configuration, and performance tuning, problem resolution, resolution of incidents,
— training and presentations etc.
