The overall objective of the three-year campaign is to design and implement a communications mix campaign in favour of the Cheeses of France especially, cheeses made with cow's milk in order to develop and maintain a sustainable market position among the new food adventurers. By doing so, to help the French dairy farmers increase their milk sales.
Marketing Objectives:
To strengthen and increase comsumption occasions in the U.S. market and mainly among the main target group.
Communications Objectives:
1. To reinforce and to increase awareness on the large diversity of the cheeses of France;
2. To raise awareness among the main target group that the cheeses of France may be consumed at all times and are totally adapted to the American eating habits.

The oral brief is open only to candidates who have requested the written brief and official procedures documents by October 7th and who have confirmed their presence at the oral brief, by October 13th. All interested candidates will send their full dossier and proposals to CNIEL, as described in the brief, by November 21st, 5 pm at the latest. On 12.1.2012, the preselected candidates will present their proposal, orally, to an Evaluation Committee. The presentation will be held in New York City. Quantité ou étendue:
A one year contract that may be renewed twice, for one year each time. The annual budget is 2 000 000 EUR (which is about 2 760 000 USD at the exchange rate of 1 EUR = 1,38 USD).
Description des options:
The present contract may be renewed twice, for a period of one year each time on the condition that the European Union, the French State Member (FranceAgriMer), the dairy farmers and industry members renew their financial participation for year two: 2014 and for year three: 2015 and if the campaign's results are satisfactory at the end of each year.

Conditions de participation
Habilitation à exercer l'activité professionnelle:
1. A declaration concerning the name and capacity of the person authorized to commit the agency and, where appropriate, the mandate entitling him to do so.
2. A certificate of incorporation, if applicable.
3. A certificate of good standing delivered by the Secretary of State of Incorporation.
4. An affidavit, duly signed and dated by the person mandated by the board of directors to commit the agency, certifying that:
— the company is in good standing and has duly paid all federal, state and local taxes,
— the company has never filed for bankruptcy or protection from creditors under the bankruptcy laws,
— the company has never been barred from any public tendering by any public authority.
5. The professional references of the candidate for the past 3 years in the field of communications and promotion campaigns, including but not limited to food products, whether branded or not.
6. A portfolio of past similar campaigns led by the candidate or a website address where such campaigns may be available.
7. An extract of financial statements (profit and loss) for the last 3 years.
8. The federal income tax return (without annexes) for the last 3 years.
9. A chart specifying each team member’s fees (those who will be working on the campaign) – per hour, per position and for each action.
10. A presentation of the project team members and a designated team leader.
Any false statement shall imply rejection of the proposal.
Situation économique et financière:
The professional references of the candidate for the past 3 years must be presented with the candidate's full application dossier.
Niveau(x) minimal/minimaux de normes:
The candidate must furnish a booklet or brochure presenting the agency and indicating its resources in terms of structure, staff and financial resources.
Capacité technique et professionnelle: A candidate's portfolio of similar campaign experiences must be furnished.
Exécution du marché
Principales conditions de financement et modalités de paiement et/ou référence aux dispositions pertinentes qui les régissent:
— Payment in advance: 30 % after notification of the contract.
Following reception of bills / invoices concerning each expense incurred with the advance payment and upon receipt of the trimester’s assessment (actions that took place and their results):
— a monthly payment after the first three months of the campaign, upon presentation of actions and bills/invoices and time sheets being carried out so far,
— the balance will be paid when all the services emphasized in the contract have been completed and upon presentation of all bills / invoices and time sheets related to each action.
Therefore, all bills concerning expenses made by the selected agency for each action and in details will have to be sent to CNIEL every month.
Time sheets, by action, will be provided every month. They will indicate the number of hours and the fee per hour for each member of the team. Each time sheet will be signed by the campaign’s manager. The agency’s seal will also be stamped on each time sheet.

Bills will be paid by CNIEL at 30 days following date of reception.
All bills and invoices have to be mailed by post to CNIEL.
All bills have to be dated and sent to CNIEL before the end of each year.
