The scope of works for the proposed contracts includes:
1) UK4231: studies, supply, manufacturing, delivery, erection and commissioning of Liquid Waste Treatment (TEU) Process, for Hinckley Point (England) new nuclear power plant (twin-reactor site);
2) UK 4241: studies, supply, manufacturing, delivery, erection and commissioning of Primary Waste Treatment (TEP), for Hinckley Point (England) new nuclear power plant (twin-reactor site);
3) PE 4231: studies, supply, manufacturing, delivery, erection and commissioning of Liquid Waste Treatment (TEU) Process, for Penly (France) new nuclear power plant (single reactor site);
4) PE 4241: studies, supply, manufacturing, delivery, erection and commissioning of Primary Waste Treatment (TEP) Process, for Penly (France) new nuclear power plant (single reactor site).
TEP process (UK 4241 & PE4241) shall include evaporation and degassing of the primary coolant.
TEU process (UK 4231 & PE4241) shall include evaporation of the liquid waste.

Conditions de participation
Habilitation à exercer l'activité professionnelle:

To be selected for the Invitation to Tender, the candidates shall answer and submit a pre-qualification questionnaire (PQQ), which is available on the Portail Achats website (www.portail-achats.edf.com) as an attachement in request for information(rfi_53093).

This questionnaire will be analysed by EDF to assess the capabilities of potential bidders and select them for the ITT.

The candidatures should be completed with all required documentation (including PQQ).

In addition to the documents required in the PQQ, the company shall provide:

— the administrative certificate proving that the company is up to date of its taxes payment,

— a certificate delivered by the organisation of covering certifying that the payment of the National Insurance Contributions is up to date taking into consideration payment (EEC) No 1408-71 of the 14.6.1971,

— a certificate on the honor which guarantees that works will be performed with employees legally employed, taking into consideration articles L. 143-3, L. 143-5 and L. 620-3 and article R. 341-36 of the French working law concerning the use of foreign workers or equivalent,

— a certificate from a insurance company certifying that it guaranteed the pecuniary consequences of Civil Responsibility,

— a certificate on the honor which guarantees, for the last 5 years, the absence of judgement registered on the bulletin N°2 of the police record for infringements aimed to Articles L. 324-9, L. 341-6, L. 125-1 and L. 125-3 of the French working law or equivalent.

When a document or a certificate is not issued by the country concerned, it can be replaced by a declaration under oath or a solemn declaration, made by the economic operator party with a legal or administrative authority, a notary or any other qualified authority of the state concerned. These documents or certificates, if they are not written in French or English, must be accompanied by a translation in one of these language.

Cannot tender:

4) Candidates who, on 31st December of the year preceding the one of the launching of the consultation, did not sign the declarations about the tax and social matter, or have not discharged the payable taxes and contributions on this date. However, are considered as in a regular situation candidates who, on the 31st of December of the year preceding the one of the launching of the consultation, had not discharged the contributions payable at this date nor generated guaranties, but who, before the launching of the consultation, and without any execution action from the entity responsible for recovery, have either discharged the above mentioned contributions or generated warranties which are estimated sufficient by the entity responsible for recovery. The physical persons which are directing by right or de facto an moral entity not complying with the conditions of this paragraph cannot be personally candidates for this market.

In order to justify he is not in one of the positions listed above, the candidate must provide a dated and signed sworn statement. These conditions apply to each member of a candidate grouping.

Situation économique et financière:

The tenderer shall provide the last 3 financial results and income statements (for French companies, the tax bundle including at least the financial result pages 1 and 2, the income statement pages 3 and 4 and the appendices page 5, 8 and 11).

Depending on the lots he wants to tender upon, The tenderer shall have a minimum turnover per year for the last 3 years:

5,5M EUR for the UK4231 lot;

5,5M EUR for the PE4231 lot;

15M EUR for the UK4241 lot;

15M EUR for the PE4241 lot.

Bidders interested in several lots shall give evidence of a minimum turnover equal to the combination of each minimum turnover here above specified related to the lots subject matter the present submission.

Capacité technique et professionnelle:

The following information and formalities are necessary for evaluating if the requirements are met (if applicable):

1) ISO 9001 (Vs2000), OHSAS 18001 (or equivalent) required.

2) Demonstrate your in-house or subcontracted capabilities for the implementation of 1 to 4 (depending on the number of lots tendered) turn-key industrial process of radioactive liquid waste treatment by evaporation (and degassing for TEP) with use of a "power-driven vapour compression", including:

— Design (particularly thermo-hydraulic calculation with software known by EDF) – design studies will have to take into account input data linked to radioprotection,

— Procurement of equipment,

— Transportation,

— Erection,

— Commissioning.

3) Demonstrate your in-house or subcontracted ability to manage and coordinate a complex “construction programmes” implemented by several specialists (mechanical, electrical, instrumentation&command,...).

4) Demonstrate your ability to manage design, calculations and/or tests in accordance with the standards and codes in force (including RCCM, PED, NF EN 13445, NF EN 13480, ...). Tests will have to be done with a model similar to the proposed one. Please provide the detail of the design resources (equipment and staff: number, seniority, level of qualification,...).

Today, all the codes/standards mentioned are enforceable in the UK. Nevertheless a change in applicable codes/standards may occur hence in a near future, RCCM may be the only code/standard applicable.

5) Have PDMS at disposal and be able to work with it, or commit to acquire it and to train employees to use it.
